February 4, 2010
Page 2
Payroll Total $280,012.88
C. Approval of Mid -Year Budget Adjustments and Legal Service Contract Amendment
It was moved by Lange, seconded by Short, and carried ", to approve the Consent
Calendar.
7. DEFERRED MATTERS
None
8. NEW ITEMS
C. Adoption of Mitigated Negative Declaration for McCrea Ranch Visitor Center
Project
Hare referenced documentation and provided relevant information. On December
17, 2009, the Draft Initial Study/Mitigated Negative Declaration was circulated with a
30 -day public comment period and a Final Initial Study/Mitigated Negative
Declaration was prepared. Comments received during the public review period were
addressed and responses documented in the Final Mitigated Negative Declaration.
Hare introduced Tom Crouthers, of Envicom Corporation, who answered questions of
the Board.
Rosemary Allison, Chair of Santa Rosa Valley Municipal Advisor Committee, said
her group has no objection to the visitors center. She is excited about the proposal
and wants to be involved and of help.
Gibson expressed concerns regarding: additional existing conditions information
presented relative to traffic issues; general mitigation statements relative to cultural
resources lacking specificity; and the general nature of comments concerning
requirements of waste discharge permit.
Friedl expressed concern about possible funding source time constraints.
It was moved by Holt to adopt Mitigated Negative Declaration for the McCrea
Ranch Visitors Center Project. For lack of a second, the motion died.
Gibson recommended that staff reexamine the document and bring it back to the
Board.
