Adoption of Resolution 012110-A, Authorizing District to Apply for Grant <br />Funding Through Statewide Park Development and Community Revitalization <br />Grant Program <br />Hare provided relevant background information. He said that adoption of the <br />resolution would authorize the District to apply for grant funding through the Statewide <br />Park Development and Community Revitalization Grant Program, which makes <br />available, on a competitive basis, $368 million for state and local agencies. Staff is <br />targeting a maximum grant request of $5,000,000 for Lang Ranch Community Park, <br />specifically to develop ball fields and the multi-purpose roller hockey/basketball court, <br />both with lights. Application deadline is March 1, 2010. <br />Board members and Hare discussed strategies for enhancing grant applications, and <br />Hare stated the Parks Operation Analyst Palermo is the District grant writer. <br />It was moved by Jacobson, seconded by Holt, and carried 4-0, with Short <br />abstaining, to adopt Resolution 012110-A, authorizing the District to apply for <br />grant funding through the Statewide Park Development and Community <br />Revitalization Grant Program, with funding to be used for the development of <br />lighted ball fields and a lighted multi-purpose roller hockey/basketball court at <br />Lang Ranch Community Park; that it be read in title only and all further <br />readings be waived. <br />C. Consider Resolution 012110-B Supporting California State Constitutional <br />Amendment Which May Appear on the November 2010 Ballot as the Local <br />Taxpayer, Public Safety and Transportation Protection Act <br />Friedl provided background information. He summarized the Prop.1A impact on all <br />local governments and specifically the District, saying that ProplA allowed the State <br />to borrow local property taxes affecting virtually all local governments in the state. He <br />said that staff recommendation is to adopt a resolution supporting a constitutional <br />amendment, Local Taxpayer, Public Safety and Transportation Protection Act, which <br />may appear on the November 2010 ballot, which seeks to fortify the firewall between <br />state and local government revenues. <br />
