Award Bid for Hillcrest Center Tenant Improvements Hare summarized the bid process, referenced documentation, and explained that a notice to bidders was placed, four bids were submitted on December 15, the low bid was received from Judson Builders, Inc. and it meets all the required specifications. In response to Lange's inquiry, Hare said that the City of Thousand Oaks was informed of the project and had no objections. It was moved by Lange, seconded by Holt, and carried 4-0, with Jacobsen abstaining, to award bid to Judson Builders, Inc., in the amount of $43,317, plus contingency in the amount of $8,683, totaling $52,000, for construction of Hillcrest Center Tenant Improvements. Funds in the amount of $52,000 are available from CIP account 62-804-852-81305-016. 9. ITEMS FOR DISCUSSION A. Receive and File 2009 CRPD Year -in -Review and Strategic Plan Update Friedl provided background information. Additionally, he noted many significant 2009 Board activities and action items and summarized strategic goals accomplished. Friedl suggested that a Board retreat be considered to update the five-year Strategic Planning document, and re -confirm and establish new strategic goals. Topics of discussion included sponsorships, credit card policy, and agency relationship building. Hare said that for the period July to November 2009, water consumption is approximately 8 to 9 percent lower than the previous year.
