March 3, 2016 <br />Page 3 <br />Hare reported the last Board action taken regarding this project was in December, 2015, <br />when an amendment was approved for on-site construction documents. CRPD staff and <br />representatives of RRM continue to meet with City of Thousand Oaks staff in order to move <br />the project forward. It was determined that it's more effective for CRPD to design the off- <br />site improvements, which include signalized intersections at Westlake Blvd. and at Ave. de <br />los Arboles and 1300 feet of sidewalk on the west side of Westlake Blvd. as it borders <br />CRPD property on the eastern edge of the park. The plan is to have a package put <br />together to bring to the City's Planning Commission by late summer or early fall. <br />It was moved by Jones, seconded by Lange, and carried 5-0 to authorize General <br />Manager to enter into Amendment #3 to contract with RRM Design Group in the <br />amount of $73,500 and a contingency amount of $6,500 for Phase 4a of <br />Environmental and Design Services for Sapwi Trails Community Park. <br />D. Award Bid for Estella Park and North Ranch Playfield Playground Improvement <br />Project in the amount of $514,873 <br />Hare reported that in January of 2015, the City of Thousand Oaks, in coordination with the <br />District, applied for a grant for the renovation of the play area, replacement of tennis court <br />slab and miscellaneous upgrades at Estella Park. In June of 2015, the District was notified <br />that the City was awarded $280,000 for the project. Staff decided to bundle the Estella <br />Park project with a similar project, funded by the District's capital budget, at North Ranch <br />Playfield. There were many interested bidders. The responsible low bidder was Y.Ko. <br />Construction Inc.; their references have been checked and staff recommends awarding <br />them the bid <br />(9:04 pm -- Jones left meeting) <br />It was moved by Lange, seconded by Holt, and carried 4-0 to Award bid to Y.Ko. <br />Construction Co., Inc. for $476,000 plus contingency in the amount of $38,873 <br />totaling $514,873 for removal of play equipment, sand, block wall and existing court <br />paving, installation of playground equipment, engineered wood fiber, concrete <br />paving and court surfacing. <br />10.
