November 5, 2015 <br />Page 3 <br />B. Rotary Club of Westlake Village Oakheart Country Music Festival 2016 Agreement <br />and Permit Conditions, Conejo Creek Park <br />Hare reported the agreement is similar to last year's with the exception of (and in an effort <br />to minimize the impact on the sports fields this year) the fact that some of the heavier <br />equipment will be moved onto the parking lot. The maximum ticket sales will be raised <br />from 5,000 to 6,000 and parking will be made available at Conejo Creek West and Conejo <br />Creek Northwest. Responding to Huffer's inquiries, there were no noise violations last year <br />and no known issues with park neighbors. There will be a meeting, post -event, with <br />Oakheart reps, neighbors and staff. <br />Hare introduced Brian Hynes, Chair of the event, who was made available for questions. <br />Huffer suggested the following slight modifications to the agreement: replace "p.m." with <br />"midnight" under Item 9, line 4 and in "Exhibit A," in the "Utilization and Site Layout" section, <br />Item #2, add the word "baseball" before "field." Gibson would like to see the noise <br />monitoring results from last year. Hare will provide. <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to authorize General <br />Manager to execute the Rotary Club of Westlake Village Oakheart Country Music <br />Festival (OAKHEART) Agreement for 2016 <br />C. Equestrian and Bike Path Improvements at Conejo Creek Park <br />Hare reported this item was originally brought before the Board on September 3rd; the <br />Board directed staff to hold an additional community meeting to elicit further input. This <br />meeting was held on October 99th with 26 attendees. Items discussed included fencing, the <br />size of the trail, signage, etc. There was a lot of dialogue amongst the bikers and <br />equestrians who attended. The subject proposal is a result of that meeting. Kathy Lowry <br />from the City of Thousand Oaks was available to answer any questions. <br />J.C. Simmons, Thousand Oaks, spoke in favor of the project. <br />Mike Bass, Thousand Oaks, and at the request of Director Lange, offered his impressions <br />of the recent meeting. He supports the proposal. <br />It was moved by Lange, seconded by Gibson, and carried 5-0 to: <br />1. Approve conceptual design of Equestrian and Bike Path Improvements project <br />at Conejo Creek North <br />2.
