Determine Enclosed Off Leash Dog Areas as a Recreationai Amenity Within Kimber, <br />Walnut Grove, and Estella Neighborhood Parks Categorically Exempt from California <br />Environmental Quality Act: Approve Enclosed Off -Leash Dog Areas as a <br />Recreational Amenity within Kimber, Walnut Grove, and Estella neighborhood Parks. <br />Hare highlighted a history of the off leash areas in the District. After a study of these areas <br />in the summer of 2015, the findings and recommendations, based on same, were <br />presented to the Board on October 15th. Of the four recommendations proposed at that <br />time, numbers two through four were approved. Recommendation #1 is being brought <br />back this evening. Mark Sellers, CRPD legal counsel, presented his opinion on the CEQA <br />compliance analysis for this project and identified a "common sense" exception plus six <br />categorical exemption classes which may apply to the OLAs. <br />Laura Beth Heisen, Thousand Oaks, spoke in favor of the Off Leash Areas. <br />Paul Radomski, Newbury Park, expressed support for the OLAs. <br />Dorothy Sullivan, Newbury Park, supports the temporary OLAs and would like them to <br />become permanent. <br />Karen Hoffman, Thousand Oaks, supports the OLAs becoming permanent. <br />Scott Horn, Newbury Park, supports the OLAs. <br />It was moved by Gibson, seconded by Lange, and carried 5-0 to: <br />1. Determine that the off -leash dog areas as a recreational amenity within Kimber, <br />Walnut Grove, and Estella Neighborhood Parks are categorically exempt from <br />the California Environmental Quality Act (CEQA.) <br />2. Approve enclosed off -leash areas as a recreational amenity within Kimber, <br />Walnut Grove, and Estella Neighborhood Parks <br />
