October 15, 2015 <br />Page 4 <br />It was moved by Gibson, seconded by Lange, and carried 4-1 (Holt voting No) to <br />reject all bids. <br />D. Award Bid for Goebel Cafe Upgrades in the amount of $41,973.00 <br />Huffer recused himself from this item due to a financial relationship he has with a principal <br />of David S. Hobert Construction. He left the room during this agenda item. <br />It was moved by Gibson, seconded by Lange, and carried 4-0 (Huffer absent) to: <br />1. Appropriate $22,300 from Districtwide Assessment Fund Balance to <br />Districtwiide Assessment Account 62-802-851-80401-015; <br />2. Award project to David S. Hobert construction for $41,973 for upgrades <br />to the Goebel Cafe kitchen and dining room <br />E. Professional Services Agreement for Building Rehabilitation Study and <br />Improvements at McCrea Ranch. <br />Hare provided background information on the staff recommendation and the rationale for <br />the choice of the contractor, Architectural Resources Group (ARG); Hare also spoke to <br />ARG's experience on similar projects and stated they come highly recommended. Funding <br />would come from the liquidation of two McCrea Trusts of $178,000. Staff recommends that <br />the approximate $143,000 remaining after the Building Rehabilitation Study be committed <br />as a "challenge grant' to the McCrea Ranch Foundation, encouraging them and their <br />donors to raise significant funds by July 1, 2016. Discussion ensued regarding whether <br />additional firms should have been contacted after an initial recommendation of ARG, and <br />the advisability of enlarging the search for same. <br />It was moved by Holt, seconded by Huffer, and carried 4-1 (Gibson voting No) to <br />authorize General Manger to enter into Professional Services Agreement with <br />Architectural Resources Group (ARG) in the amount of $34,970 for a Building <br />Rehabilitation Study for the Bunkhouse and Main House at McCrea Ranch. <br />10.
