October 15, 2015 <br />Page 3 <br />It was moved by Holt, seconded by Lange, and carried 4-1 (Gibson voting No) to: <br />2. Appropriate $60,000 from Districtwide Assessment f=und Balance to <br />Districtwide Assessment Account 62-62-662-3800-16; <br />3. Authorize staff to conduct site meetings on-site at Conejo Community Park, <br />Del Prado Piayfield, and North Ranch Neighborhood Park to discuss the <br />potential development of off -leash areas at each park; <br />4. Authorize General Manager to enter into Memorandum of Understanding with <br />the Conejo Off -Leash Area Friends (COLA) <br />B. Decomposed Granite Purchase and Delivery for Conejo Creek West (Dog Park) in the <br />amount of $44,455.00 <br />Hare reported this approval is necessary due to the current CRPD Purchasing Policy, <br />which requires Board approval for purchasing supplies valued between $30,000.01 and <br />$45,000.00. Quotes were requested from three local vendors and received from two. A <br />turf rebate application was recently approved in the amount of $50,000. Discussion ensued <br />regarding the possibility of doing only a half portion of that recommended and requesting <br />feedback from users on the new surface before going ahead with the full project. Hare <br />reported water has been turned off at half of the Dog Park for the last six months; the area <br />is becoming very dusty. The decomposed granite surface would help keep the dust down <br />and prevent mud from any future rainfall. <br />It was moved by Gibson, seconded by Holt (later withdrawn), to award the purchase <br />and delivery of decomposed granite to Gail Materials in the amount of $44,465.00 <br />with the caveat that only one half of the area proposed be covered. Further <br />discussion ensued, and Hare reported that the project timeline would be affected if <br />the project was done in two phases; two separate deliveries of the materials and a <br />rebate deadline may affect the final cost. If the project was done all at once, only <br />half of the park would be affected. Holt withdrew her "second". Chair Jones stated <br />that the motion "died for want of a second". <br />It was moved by Lange, seconded Holt, and carried 4-1 (Gibson voting No) to award <br />the purchase and delivery of decomposed granite to Gail Materials in the amount of <br />$44,455.00. Funds are available in Turf Conversion Accounts. <br />C. Award Bid for North Ranch: Neighborhood Park Reclaimed Irrigation Water Project in <br />the amount of $318,953.42 <br />Hare reviewed the staff recommendation; in response to a notice inviting bids, seven <br />bidders attended the mandatory pre-bid on-site meeting and two bids were received. The <br />lowest bid, from Landscape Support Services, was deemed unresponsive due to a signed <br />Addendum #1 not being included in their bid. Staff recommends awarding the bid to Acacia <br />Erosion Control Inc. Hare answered Board member's questions. Discussion ensued <br />regarding appropriateness of the acceptance of a bid when there is only one responsive <br />bid, and whether or not it would be a prudent to re -bid the project. <br />
