Ratification of Rorie Skei to Serve on COSCA Board as Public Member <br />Friedl reported this public member position on the COSCA Board of Directors has a <br />fixed term of four years. Skei has served in this position for over 20 years, COSCA <br />received seven applications for the public member position, including Skei's. At the <br />last COSCA Board meeting, all applicants were interviewed by COSCA Board <br />members Fox, Bill -de la Pena and Jones. The COSCA Board then had a <br />discussion and chose Skei. The JPA between COSCA, the City of Thousand Oaks <br />and CPRD states the COSCA Board does not directly appoint the member; it <br />nominates the member to each of the partner agencies and those agencies must <br />then confirm the appointment. <br />Director Gibson expressed support for Chair Skei and her leadership but expressed <br />concern that others should have the opportunity to serve. <br />It was moved by Holt, seconded by Lange, and carried 3-1-1 (Gibson voting <br />no, Huffer abstaining) to ratify the Conejo Open Space & Conservation <br />Agency (COSCA) Board's nomination of Rorie Skei to serve as the public <br />member of COSCA. <br />C. Approve the Mountains Recreation and Conservation Authority (MRCA) Final <br />Budget for Fiscal Year 2015-16 as presented in the attached document <br />Lewanda stated as a JPA partner, CRPD must approve the MRCA final Budget. <br />SMMC approved it on Monday night; it is being heard by Rancho Simi Recreation & <br />Park District this evening. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to approve the <br />Mountains Recreation and Authority (MRCA) Final Budget for Fiscal Year <br />2015-16 as presented. <br />D. Construction Tractor Purchase in the amount of $94,922.00 <br />Hare reported two bids were received as a result of the published RFP; from Quinn <br />Caterpillar and Coastline Equipment. The lower bid was from Coastline. The <br />tractor being replaced cannot be traded in; the School District will be purchasing it <br />for $10,800. <br />
