Conejo Recreation and Park District Property Located at Southerly End <br />Of the Cul -de -Sac of Morrow Circle (APN 679-0-201-015) <br />Friedl stated the area has been a part of the District for over 50 years and has <br />remained undeveloped; this agenda item was prompted by a letter from the <br />Kevington HOA requesting some minor improvements to the subject property. The <br />Board is being asked to give direction to staff; three options have been presented: <br />1) to develop the area as a neighborhood park; 2) to declare it surplus property and <br />sell it; or 3) to develop it as a "mini park," as requested by the Kevington HOA. A <br />fourth option, not stated, is to leave it as is. <br />Louis Carson, Thousand Oaks, is against any kind of development of the <br />parcel. <br />Jim Simpson, Thousand Oaks, spoke in favor of making the improvements to <br />turn the property into a "sunset" or "mini" park. <br />Richard Barry, Thousand Oaks, is in favor of leaving the area as is. <br />Alys Florentine, Thousand Oaks, is in favor of leaving the parcel as is, <br />without any further development. <br />Ken Tierstein, Thousand Oaks, questioned the zoning of the area and the <br />appropriateness of any type of development being done there. <br />Laurel Parks, Thousand Oaks, would like the area to remain unsold and left <br />as is. <br />Gary Katzman, Thousand Oaks, does not want to see the area developed. <br />Helen Handler, Thousand Oaks, does not want to see the property developed. <br />Karen Millan, Thousand Oaks, is opposed to any potential development <br />Board discussion ensued regarding the various options and the pros and cons of <br />each alternative; Board members thanked all the residents who came to the <br />meeting this evening and stressed the District's interest in keeping open space <br />undeveloped and the desire to provide the best to Thousand Oaks residents. <br />Gibson suggested a transfer of the property, at no cost, to COSCA — allowing the <br />
