Approval of Warrants <br />Accounts Payable Check Registers Total $533,793.11 <br />Payroll $353,700.00 <br />It was moved by Holt, seconded by Huffer and carried 5-0 to approve the consent <br />calendar as presented. <br />7. DEFERRED MATTERS <br />A. Adoption of Budget for Fiscal Years 2015-2016 and 2016-2017. <br />Lewanda stated that although there are no discernible changes to the operating budget <br />as presented at the June 4 Board meeting, the proposed increase in water <br />appropriation was moved to grounds maintenance to be used to improve the turf <br />reduction areas. Changes to the CIP budget presented in May respond to Board <br />comments and additional funds were added to the GACC cafe project. Lewanda <br />thanked staff for their excellent cooperation in developing the budgets. <br />It was moved by Huffer, seconded by Lange, and carried 5-0 to adopt Resolution <br />Number 061815-A adopting the Fiscal Year (FY) 2015-16 & 2016-17 Budget as <br />presented, that it be read in title only and all further readings be waived. <br />8. ITEMS FOR DISCUSSION <br />A. California's Severe Drought and Conejo Recreation and Park District's <br />Response in Terms of Water Conservation Recommendations <br />Friedl presented Hare's report on water conservation activities, and data from the water <br />usage tables, which will be presented to the board at the second meeting every month. <br />Hare discussed water conservation measures that have been employed, such as turf <br />conversions, hiring an Irrigation Technician, using Water Einstein and Bio Char, <br />modifying turf refurbishments, submitting waivers for all three water agencies, and <br />public outreach via on-site signage and updated webpage. <br />Friedl discussed the recently held neighborhood meeting regarding turf conversions at <br />Russell Park. It was agreed that we would not use Roundup to remove turf at Russell <br />Park and to let the grass die naturally, which will take longer. Although staff applied the <br />same criteria to all parks, due to its unique features, Russell Park had the highest <br />percentage of turf being converted; however, it was agreed to reduce that percentage. <br />Staff will meet with the residents to determine a plan of action at Russell Park. Jones <br />thanked staff for how well they handled the meeting. <br />Gibson commended Hare and his staff for their work on this issue. He stated that he <br />chaired the VCEDA meeting last week, during which Eric Berg talked about the <br />county's water situation. He said that CRPD is leading the way for water conservation, <br />not only for the county but for Southern California. He suggested that we post the <br />
