May 7, 2015 <br />Page 3 <br />Jones thanked Mulligan for the information and presentation. <br />Lange and Huffer asked Mulligan for clarification on presentation items. <br />Jay Spurgin, Public Works Director, City of Thousand Oaks, was introduced. He <br />presented a city water conservation update, identified the three CTO water sources, <br />and water ordinances. Additionally he reviewed state water reduction mandates and <br />CTO water -conservation measures and noted the city is developing a drought action <br />plan. Spurgin responded to questions from Lange and Gibson regarding areas of city <br />ground water, golf course irrigation and community water reduction compliance. <br />In response to Lange and Gibson, Spurgin discussed ground water sources, water <br />restriction compliance and enforcement, and water conservation education outreach <br />efforts. <br />The entire board thanked Mulligan and Spurgin for their presentations and information. <br />Hare described staff -recommended District turf reductions and conversions, irrigation <br />techniques, and other water -wise conservation methods. Additionally, he described <br />water -conservation benefits of the proposed Irrigation Technician and modification of <br />the District's annual sports field refurbishment process. Discussion ensued. <br />Sofia Marcus, resident of Thousand Oaks, spoke in favor of District conservation efforts <br />but said turf is useful to the community and expressed concern about eliminating turf <br />areas. <br />Hare put forward the following recommendations to the Board: <br />1. Implement additional water, conservation measures to achieve required <br />reduction (range of 28% to 36%, depending on Water Agency,) <br />a. Provide direction to staff on waterwise CIP projects included in the <br />proposed Ten Year Capital Improvement Plan; <br />b. Authorize staff to provide a letter to California Water Service Company <br />in support of park irrigation conversions to reclaimed water at Triunfo <br />Community Park and North Ranch Playfield; <br />c. Add an Irrigation Technician Position (range 43); <br />d. Approve job specifications of Irrigation Technician. <br />2. Direct staff to modify District's annual sports field refurbishment process; <br />3. Authorize staff to investigate and Implement further water conservation <br />
