Approval of Warrants <br />Accounts Payable Check Registers Total $502,074.93 <br />Payroll $690,700.00 <br />It was moved by Holt, seconded by Huffer, and carried 5-0 to approve the <br />Consent Calendar as presented. <br />7- DEFERRED MATTERS <br />A. Public Hearing Preliminary Budget Fiscal Year 2015-2016/2016-2017 <br />Jones opened the hearing. There was no public comment; Jones asked for a motion to <br />continue the hearing to the next Board meeting. <br />It was moved by Lange, seconded by Holt, and carried 5-0 to continue the Public <br />Hearing to the next Board meeting on May 21, 2015. <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />A. Proposed Ten -Year Capital Improvement Plan, Proposed Capital <br />Improvement Budget for Fiscal Years 2015-16 and 2016-17 <br />Hare presented an update to the Ten -Year Capital Improvement Plan. He noted that <br />an update is developed by staff every other year and that Parks and Planning staff, in <br />coordination with Recreation Division staff, have prioritized proposed projects. He <br />referenced the documentation, and outlined the timeline for various projects in the plan. <br />He asked for Board input and direction. Discussion ensued regarding a variety of <br />projects proposed in the Ten -Year Capital Improvement Plan. <br />Ann Wright, resident of Newbury Park, spoke in favor Pickle Ball courts and requested <br />installation of lights at Pickle Ball courts be considered as a proposed project. She <br />indicated that the pickle ball clubs would be willing to help fundraise for the project. <br />B. California's Severe Drought and Conejo Recreation and Park District's <br />Response in Terms of Water Conservation Recommendations <br />Friedl introduced Susan Mulligan, General Manager, Calleguas Municipal Water <br />District. <br />Mulligan gave a presentation on sources of Ventura County water and current drought <br />conditions. She presented a "drought timeline" and noted resulting low water reserves, <br />depleted aquifers and low ground water conditions. Mulligan covered mandatory water - <br />use restrictions and water agency strategies to increase water reliability. <br />
