The recommendation, if approved, will authorize <br />District representatives to speak with City representatives regarding the updates to the <br />Quimby ordinance and to explore additional fee options associated with new <br />development. The Resolution, if adopted, would set a Quimby Fee for the Thousand <br />Oaks Boulevard Specific Plan. <br />Dave Guibranson, Thousand Oaks, and a member of the Thousand Oaks Boulevard <br />Association, spoke in support of the recommendation. <br />Hare answered Board member's questions. <br />It was moved by Lange, seconded by Gibson and carried 4-0 to: <br />1. Authorize staff to meet with City of Thousand Oaks staff regarding potential <br />minor updates to the Quimby Ordinance and to explore additional park <br />impact fee options associated with new development. <br />It was moved by Gibson, seconded by Lange, and carried 4-0 to: <br />2. Adopt Resolution No. 020515-A establishing a Quimby Fee for multi -family <br />residential housing within the Thousand Oaks Boulevard Specific Plan, that <br />it be read in title only, and all further readings we waived. <br />C. Annual Audit Report for Fiscal Year 13114 <br />Friedl introduced representatives Craig Hartzheim, Audit Partner and Jay Siegel, Audit <br />Manager, of the accounting firm of Moss, Levy and Hartzheim, LLP. They gave a brief <br />history of the firm, reviewed the management's responsibilities and the auditors' <br />responsibilities, and explained their approach to the audit and the audit results. Next <br />year, the pension liability will appear on the face of the financial statements. Board <br />member's questions were answered. <br />D. Annual Review and Adoption of Financial Reserves Policy <br />Lewanda reviewed the policy and highlighted some particulars from the Reserve Funds <br />spreadsheet. She answered Board member's questions. <br />It was moved by Gibson, seconded by Lange, and carried 4-0 to readopt the <br />District's Financial Reserve Policy and modify fund balances as outlined in <br />Exhibit 3. <br />10.
