Friedl <br />stated the District must go back to court on this issue. <br />It was moved by Huffer, seconded by Lange, and carried 5-0 to approve <br />Resolution 120414-A making certain findings and Adopting the Mitigated <br />Negative Declaration (MND) and the Mitigation Monitoring and Reporting <br />Program (MMRP) for the Sapwi Trails Community Park and Approving the <br />Project as the Sapwi Trails Community Park Master Plan, that it be read in <br />title only and all further readings be waived. <br />It was moved by Jones, seconded by Holt, and carried 5-0 to approve <br />Resolution 120414-B adopting the Sapwi Trails Community Park Project, <br />that it be read in title only and all further readings be waived, and authorize <br />General Manger to take steps necessary to move Project forward including: <br />a. Filing a Return to Writ issued by the Ventura County Superior Court; <br />b. Entering into Amendment #1 to contract with RRM Design Group in <br />the amount of $71,000 for Phase 3 of Environmental Design Services <br />for Sapwi Trails Community Park (pending conclusion of court's <br />jurisdiction). <br />c. Filing development permit application with City of Thousand Oaks <br />and other regulatory agencies as required. <br />d. Once construction begins to enforce and implement the Mitigation <br />Monitoring and Reporting Program for this Project. <br />B. Thousand Oaks Rotary Club Chili Cook -Off — 2015 Annual Agreement and <br />Permit Conditions, Conejo Creek Park. <br />Hare stated next year's event will be on a Saturday vs. the traditional Sunday. <br />Additionally, parking at Conejo Creek North and West will be utilized. Hours for <br />the event have been extended — 11 am to 9 pm (prior years were 10 am to 5 <br />pm). The hope is to raise more money with these changes. <br />Hare introduced Meredith Jordan, Chair of the Rotary Club of Thousand Oaks <br />Chili Cook Off; she answered Board member's concerns, including ensuring that <br />entertainment on the main stage is over no later than 8:00 pm and other <br />entertainment is done by 8:00 pm; alcohol sales will stop at 8:00 pm; no parking <br />rules in neighborhoods will be enforced and there will be outreach done to alert <br />neighbors above and beyond the 500' public notice <br />It was moved by Holt, seconded by Jones, and carried 5-0 to authorize <br />
