A slide presentation followed; the emphasis for the project is on low <br />impact and the use of existing resources, including site sensitivity. <br />Bean explained the process of preparing the Mitigated Negative Declaration and <br />the responses to the eleven comment letters received. Corrections and <br />amplifications were provided to address concerns raised in the comment letters. <br />Hare concluded the project has been developed to represent the community's <br />desires and recommends the Board approve the staff recommendations. <br />Alyse Lazar, Thousand Oaks, Lang Ranch Park Neighborhood Association, <br />expressed concerns over the project regarding health and safety and park <br />accessibility. <br />Mike Byrne, Thousand Oaks, President, Conejo Disc Golf Club, spoke in favor of <br />the park, and the planned disc golf course. <br />Keena Carstensen, Thousand Oaks, Head Cross Country Coach, Thousand Oaks <br />High School, spoke in favor of the park and the use of trails for a cross-country <br />course. <br />Gary Filice, Moorpark, Secretary and Flying Site Coordinator, Thousand Oaks <br />Soaring Society, expressed support for the project. <br />Steve Bacharach, Thousand Oaks, Vice -Chair, Conejo Open Space Trails Advisory <br />Committee (COSTAC), expressed support for the project. <br />Mark Langton, Newbury Park, Chair of COSTAC, supports the project. <br />Board members expressed thanks to staff and consultants for all their work on this <br />project and indicated support for it moving forward. <br />The meeting recessed at 8:40 pm, allowing staff to caucus regarding concerns that <br />were raised. The meeting reconvened at 8:50 pm. <br />Friedl reported the District was committed to the following measures: in partnership <br />with the City of Thousand Oaks, developing the Avenida de los Arboles parking lot <br />in conjunction with a pedestrian crossing; addressing concerns over "no parking" in <br />the Avenida de los Arboles community and signage to that effect — again working <br />with the city; limiting the number of permitted events to no more than six during the <br />summer months; providing a second gate for the lower lot. (Westlake Boulevard <br />side) that will be locked at 9 pm and developing a system to get cars out of the lot <br />by then (the park itself will remain open until 10:00 pm). Friedl stated he is hopeful <br />plaintiffs will not object to the remaining park project. As always, the District will <br />
