Approval of Minutes of November 20, 2014 Board Meeting <br />It was moved by Jones, seconded by Holt, and carried 5-0 to approve the <br />consent calendar as presented. <br />7. DEFERRED MATTERS <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />A. Adoption of Mitigated Negative Declaration, Mitigation Monitoring and <br />Reporting Program, and Approving the Sapwi Trails Community Park <br />Master Plan; Adoption of the Sapwi Trails Community Park Project and <br />Authorizing General Manager to Take Steps Necessary to Move <br />Project Forward <br />Hare introduced Denise Johns, CRPD Park Planner, Mark Sellers, District Counsel, <br />Jeff Ferber, Principal, RRM Design Group, Mary Bean, Director of Environmental <br />Services, First Carbon Solutions, and Collin Ramsey, Project Manager, First <br />Carbon Solutions. <br />Hare reviewed the history of this park project, including the abandonment of the <br />original project in January of 2012 after receipt of a geotechnical report indicated <br />the need for extensive and costly remedial earthwork. Staff then undertook <br />research and development of a less intensive project. Community input was <br />received during four community meetings held in early 2012. <br />Johns presented details on the derivation of the Lang Ranch Concept; the project <br />will be comprised of open areas, interconnecting multi -use trails, and several <br />distinctive activity areas containing several recreational amenities, as well as <br />ancillary facilities such as parking lots and restrooms. Consultants were given the <br />District concept plan and developed and refined a site plan and performed an <br />environmental analysis. <br />Ferber reviewed how the plan was put together and how the concept work was <br />
