April 3, 2014 <br />Page 3 <br />neighboring communities as regards noise. He expressed concerns about excess <br />traffic and the number of participants and spectators should cross country meets be <br />allowed there and, in general, has concerns over what permitted activities would be <br />allowed. <br />Ron Siegel, Westlake Village, thanked the Board for the improvements at Lange <br />Ranch Neighborhood Park. He expressed concern regarding safety at the <br />intersection of Westlake Boulevard and Ave. de los Arboles. <br />A. Rotary Club of Westlake Village Oakheart Country Music Festival 2014 <br />Agreement and Permit Conditions, Conejo Creek Park <br />Hare presented the item; discussion ensued regarding issues from last year's <br />Festival, especially with regard to the music volume. Hare answered Board <br />member's questions regarding noise monitoring and enforcement of same. <br />Chris Campbell, Thousand Oaks, expressed concern over the noise allowances at <br />the park. He urged the Board not to permit the Oakheart event. <br />Dean Caccano, Thousand Oaks, expressed displeasure over last year's event and <br />does not want to see it repeated. <br />Steve Kerrigan, Thousand Oaks resident and Chair of the Oakheart Music Festival <br />explained how the monies raised are disseminated within the community and <br />beyond. <br />Marlund Hale, Simi Valley, is the consultant Oakheart hired to study and make <br />recommendations regarding noise levels at the upcoming Festival. He explained <br />the technical aspects of his study and indicated a willingness to follow any <br />guidelines set up for the event. <br />Discussion ensued regarding possible modifications to the Agreement and Permit <br />Conditions. <br />The meeting was recessed at 9:25 pm to allow Oakheart representatives, <br />residents, District staff and Board members to discuss modifications to the current <br />permit which may be agreeable to all parties. <br />The meeting was called back to order at 9:35 pm. <br />It was moved by Jones, seconded by Holt, and carried " to authorize <br />General Manager to execute the Rotary Club of Westlake Village Oakheart <br />Country Music Festival Agreement for 2014 as amended to include sound <br />requirements of 75 dBC maximum, 65 dBA maximum, and provisions for <br />
