in <br />The second topic we want to address in this written statement involves three <br />suggestions we are making: <br />1. We have suggested the six poles be 25 ft instead of 30 ft. That would be the <br />same height as Ride -Ons Walnut Grove arena. There has been no indication <br />that it was considered by CRPD in the past 1.5 years, and seemingly no <br />willingness to consider it now, which is discouraging. It should be made clear <br />during the 7/18/24 meeting why 25 ft poles were not considered. <br />2. We are also suggesting potentially dimming the south side pole light fixtures that <br />face Lynn Road and the homes, if necessary in the future. We've been told the <br />light fixtures will be dimmable between 20%-100% of maximum output. It should <br />be made clear during the 7/18/24 meeting whether the lights are dimmable. <br />3. We also suggested getting the Dark Sky certification, which the National Park <br />also suggested. However, it's our understanding that CRPD will not seek such <br />certification. It should be made clear during the 7/18/24 meeting why the Dark <br />Sky certification will not be obtained. <br />The third topic we want to address is that we oppose the secretive process CRPD and <br />Ride -On used the past 1.5 years. Some highlights: <br />We supported the East Arena lighting project proposed by CRPD & Ride -On in <br />2022. It consisted of three 25-27 ft light poles using CREE parking lot -type LED <br />lights. That was Oct -2022. <br />We learned from CRPD 1.5 years later in May 2024 that CRPD and Ride -On had <br />dramatically changed that proposal to be 6 poles instead of 3, 30 ft poles instead <br />of 25 ft, high intensity sport -type LED lights instead of CREE parking lot type <br />lights. Additionally we discovered there would be a pole on the south side facing <br />Lynn and the homes, and the average light intensity for the arena would be 15 <br />footcandles instead of 3 footcandles. <br />We learned on our own that this new proposal was actually evaluated by CRPD <br />& Ride -On starting in Nov -2022, just 1 month after we had agreed to the original <br />plan. <br />• Please note we talked to CRPD staff late 2022 and also sent Jim Friedl emails on <br />Jan 26, 2023 and May 31, 2023 asking if there's anything new regarding the east <br />and west arena lighting projects. The answer was always "No". In fact, one of <br />Jim's replies included, and we quote: "so, there is nothing new to report since <br />our last meeting..." End quote. At that time, the last Working Group meeting had <br />been Sept 13, 2022. In fact, a very different East Arena plan had been <br />developed and discussed starting in Nov -2022. <br />
