UZ T, 17 � � -1 -11 1 -1 117 11 M-15woo I Wo 9 & km I <br />FROM: Mark Jones, Ed Cruz, Gary Pancer, and Mark Lunf <br />My name is Mark Jones and I'm submitting this written statement regarding the East <br />Arena lighting project which is Agenda Item 9A of the 7/18/24 CRPD Board meeting. We <br />are requesting that this written statement be included in the documentation of the <br />meeting. <br />The statement is on behalf of myself (Estancia/Virazon HOA Vice President), Ed Cruz <br />(Virazon resident), Gary Pancer (Estancia resident) and Mark Lunn (Haciendas HOA <br />President). We have scheduling conflicts on 7/18/24 and will not be attending the <br />meeting and are therefore providing our comments by this written statement. <br />We are the 4 HOA representatives on the Working Group for the Rancho Potrero <br />Equestrian Center and we've been involved in this project with CRPD and Ride -On <br />since November 2021. We speak for the Estancia, Virazon, and Haciendas HOA <br />Boards, representing all 220 of our homeowners. <br />The Estancia, Virazon, and Haciendas HOA Boards already sent a letter to CRPD and <br />City Council with our feedback about arena lighting. However, we wanted to highlight a <br />few items in this written statement. In particular, we want to address 4 topics. <br />First, the 4 HOA reps and our HOA Boards are not opposing the East Arena lighting <br />project. We realize there are valid reasons to do this improvement project including the <br />following: <br />• The East Arena has been lit for 20+ years and the boarders continue to need <br />lights in the winter months to exercise their horses until 8pm. <br />• As stated in the Environmental Report, the current 20+ year old metal halide <br />lights violate the 2005 Special Use Permit regarding height and light spillage. So <br />that needs to be addressed. <br />• The current lighting is a known safety hazard for the riders and a major liability <br />issue for CRPD & Ride -On, which must be addressed. <br />• The East Arena is set back 300 ft from Lynn Road, and the Musco light data <br />indicates no light spillage or glare beyond the property lines of the equestrian <br />center. However, the Musco light studies do not account for light refraction from. <br />fog/dust, which are common in our area. So we'll see how much light spillage <br />and glare exists after the project is completed when there are real-world <br />conditions and whether the project meets City Regulations in the future. <br />
