Friedl presented an overview of the annual budgetary
process; this evening represents the first of multiple public hearings that will lead to
adoption of the final budget in June. He explained that, in the past three years,
approximately $7.5 million was received by the District due to the Woolsey Fire and the
COVID-19 pandemic, and he reviewed the projects made possible by this one-time influx
of funds. 2023 represents a return to an era of normalcy; it is more likely the Capital
Improvement Project Budget will be somewhere between $1.5 million and $2.0 million for
the wants and needs of District constituents. Smith reported that the proposed Final and
Operating Capital Budget will likely be presented at the June 1st Board meeting with plans
to adopt the Final Budget at the Board meeting on June 15t". Public comments will be
welcome at all meetings between now and then.
Kathrin Nolan, Thousand Oaks, President of Ventura Pickleball Club, expressed interest
in the creation of new pickleball courts in the District and would like to see pickleball treated
as a higher priority in the budgetary process.
Allan Linderman, Newbury Park, stressed the positive social aspect of pickleball playing
and the importance of the sport to the local community.
U Scamahorn expressed gratitude to CRPD for keeping the pickleball courts open during
the pandemic and would like new pickleball courts built in the District.
Huffer expressed gratitude for the feedback provided this evening. He stated the District
formed a Pickleball Ad Hoc committee in 2021; this committee spent time looking at
potential sites for additional pickleball courts. Based on this research, the committee
narrowed the list of possible sites down to five. The District is juggling a lot of priorities
with limited funds. All Board members acknowledged and encouraged pickleball players
to reach out to other possible sources of funding. District staff will be happy to partner
