January 19, 2023 <br />Page 3 <br />Chaise Rasheed, Thousand Oaks, called Map 111 C a dilution of the Hispanic community <br />and that it is unacceptable. <br />Willie Lubka, Thousand Oaks, supports Map 110 and Map 107b as the best options for <br />community divisions. <br />Betsy Connolly, Thousand Oaks, reported she is a member of a working committee that <br />developed criteria and assessment of the maps. She shared the criteria and asked the <br />Board to choose a map that respects the community and puts the interest of the community <br />ahead of the interest of preserving Director's positions. <br />Tie Gutierrez, Thousand Oaks, expressed agreement with much of what other public <br />speakers have said this evening. <br />Via Zoom: <br />Rita Henry expressed support for Map 110 as her first choice and Map 107b second choice. <br />Jackson Piper, Newbury Park, referenced the Lynch diagram which uses a different <br />method of drawing map boundaries. He agrees with the other public comments and <br />supports their suggestions. <br />Clint (no last name given), supports Map 110. <br />Krista Koch, echoed what all the previous speakers have said. <br />Huffer thanked all the speakers who have participated in the mapping process from its <br />inception. <br />Comments and discussion ensued among Board members. The Board members <br />participated in three rounds of voting, beginning with their top three maps, then top two, <br />and then first choice. <br />Divisions 1 and 5 will be up for election in 2024 and Divisions 2, 3 and 4 in 2026. <br />It was moved by Lange, seconded Buss, and carried 5-0, to adopt Resolution <br />Number 011923-A selecting a director division map (Map 110) for use in the <br />November 2024 elections and thereafter, completing the transition from at -large <br />voting to division -based voting. <br />Huffer closed the public hearing. <br />8.
