January 19, 2023 <br />Page 2 <br />It was moved by Cusworth, seconded by Nickles, and carried 5-0 to approve the <br />Consent Calendar as presented. <br />-NET, F.Al <br />Receive presentation from demographic consultant regarding proposed draft maps from <br />consultant and any submitted by members of the public; conduct a public hearing to solicit <br />public testimony regarding the draft maps and proposed sequence of elections, selection <br />of a final map by the Board of Directors and adoption of Resolution 011923-A to Adopt <br />Divisions for "By -Director Division" Elections <br />Huffer opened the Public Hearing. <br />Dr. Justin Levitt, Vice President, National Demographics Corporation, reviewed the <br />Districting process that began on November 17th with the first public hearing. He reviewed <br />each map and presented details on their composition. All current Directors will serve out <br />their present terms; these maps will be revisited after the 2030 election with new census <br />data available at that time. Levitt encouraged input/feedback from the public and Board <br />members in the hopes of making a final map decision this evening. <br />Chris Skinnell, Esq., Partner at Nielsen, Merksamer, referenced the plaintiff's attorney letter <br />and its suggestion that some of the maps are untimely. He explained that is not the case; <br />all maps presented this evening were in fact published by Jan. 12th. Plaintiff's assertion <br />that Maps 103 and 104 are illegal is also incorrect. Skinnell emphasized that all the maps <br />presented are compliant and should be judged on traditional criteria. <br />Carol Shelton, Thousand Oaks, VP of Adelante Comunidad Conejo, stated her first choice <br />is Map 110, with Map 107b being her second choice. She asked that Maps 103, 104 and <br />111 be removed. She also requested an email list be created that would be used to alert <br />constituents to other CRPD Public Hearings. <br />Rossanna Guerra, Thousand Oaks, believes Map 111 was specifically designed to keep <br />all Board seats in separate divisions. She supports Map 110. <br />Sally Hibbits, Thousand Oaks, representing the Thousand Oaks Branch of the American <br />Association of University Women, read a letter from the organization's Executive Board <br />strongly endorsing Map 110, with map 107b as its second choice. <br />
