November 17, 2022 <br />Page 5 <br />Hare reported on the District's history of contracting with Azteca Landscape. Most <br />recently, in April of 2022, the Board approved Amendment #2 to extend the contract <br />to June 2023. At that time, the service rates increased from $45,000/month to <br />$49,000/month. Hare received a letter from Azteca six weeks ago requesting an <br />increase of $12,500/month commencing October 1st and requesting a cancellation <br />of the contract at the end of 2022 if this monetary increase request could not be <br />granted. Staff considered Azteca's requested and decided to cut ties with them and <br />hire Venco Western (currently used by the City of Thousand Oaks) and Natural <br />Green; splitting the District into two areas and using two contractors helps the <br />grounds crews with management. Between the two contractors, the cost will be <br />$63K/month. Staff has started work on a Request for Proposals for next fiscal year. <br />It was moved by Lange, seconded by Huffer, and carried 4-0 to: <br />1. Authorize General Manager to enter into Amendment #3 to the Contract for <br />Landscape Services with Azteca Landscape to terminate the contract <br />effective December 31, 2022. <br />2. Authorize the General Manager to enter into a Contract for Temporary <br />Landscape Services — West Operations with Venco Western. <br />3. Authorize the General Manager to enter into a Contract for Temporary <br />Landscape Services — East Operations with Natural Green <br />C. Casting Conejo Recreation and Park District Ballot for Special District <br />Regular Member and Special District Alternate Member to the Ventura Local <br />Agency Formation Commission (LAFCO) <br />It was moved by Holt, seconded by Lange, and carried 4-0 to select Doug <br />Nickles as the Special District Regular Member, and it was moved by Huffer, <br />seconded by Nickles, and carried 4-0 to select Josh Gray as the Special <br />District Alternate Member to Ventura LAFCo. <br />i•MY111 <br />
