DISCUSSION <br />Background <br />The City of Thousand Oaks (City) and the Conejo Recreation and Park District (District) have a long history of <br />cooperative relationships between the two agencies for the benefit of the entire community. <br />For over 30 years, one of the more successful relationships between the City and District has been the <br />partnership at the Alex Fiore Teen Center and Goebel Adult Community Center. <br />The District owns the land, the City constructed, owns, and maintains the improvements, and the District <br />operates the facilities. <br />In June 2019, the Board approved several actions - including an agreement for a $300,000 grant from the City <br />of Thousand Oaks for design and pre -construction activities for this project - in an effort to strengthen, renew, <br />and update the relationship between the two agencies at these facilities to better support their cooperative <br />relationship. <br />In February 2021, the Board approved an additional agreement for a $2,700,000 grant from the City of Thousand <br />Oaks for construction activities for this project. <br />Since February 2021, staff has coordinated the final plans and permits with the consultant team to execute the <br />project. <br />In July of 2021, California Senate Bill 129, the California Budget Act (Chapter 69, statutes 2021) appropriated <br />$3.3 Million to the District. The budget act language is as follows: <br />Seco 19.56. <br />(a) (1) The amounts appropriated pursuant to this section reflect legislative priorities. <br />(2) Unless otherwise specified, the funds appropriated in this section shall not be disbursed for any <br />project prior to September 30, 2021. Future legislation may, but is not required to, specify further <br />details concerning the manner of disbursement of these funds. <br />(b) The amounts specified in this subdivision are hereby appropriated from the General Fund as follows: <br />Parks, Recreation, and Resources <br />(70) $3,300,000 to the Conejo Recreation and Park District for deferred maintenance and <br />operational assistance. <br />The District will be working with the State to receive these funds as soon as possible. Staff recommends <br />recognizing these future funds as it dries other governmental revenue such as grants. The Teen Center and <br />Goebel Adult Community Center project is an appropriate use of these funds, since this project includes both <br />deferred maintenance and operational assistance aspects. The remaining State funds will be included in the <br />annual review of District Reserve funds and unassigned fund balance (typically in January). <br />The project includes expansion improvements at the Teen Center (Attachment 1 for final schematic) and <br />renovations at both the Teen Center (restrooms, kitchen, storage) and Goebel Center (restrooms, fitness area, <br />horseshoe pit). <br />Project plans are available for Board review and approval at www.crpd.orp/ProlectPlans. <br />
