Award bid to FS Contractors, Inc. for $544,000 Base Bid plus <br />contingency in the amount of $46,000, totaling $590,000 for <br />construction of improvements at Rancho Potrero — Area 1. <br />C. Authorize General Manager to Enter into a Grant Agreement with the City <br />of Thousand Oaks; Award Bid for Conejo Creek Southwest Park <br />Development Project in the amount of $3,770,000 Base Bid plus <br />Contingency in the amount of $371,000 totaling $4,141,000 <br />In March 2019, following a lot of work done via public outreach and with <br />consultants, the Board adopted a final mitigated negative declaration for this <br />project; in February of 2021 the Board approved a $3,000,000 interfund loan from <br />unallocated reserves to Park Development Fee Zone IV to assist the <br />development of the park project. The project was put out to bid. Subsequently, <br />the City of Thousand Oaks (CTO) stepped in with a $1.5 million grant for <br />development of the park. This area is currently deficient of parkland acreage and <br />Conejo Creek Southwest Park will provide much needed parkland for various <br />nearby neighborhoods. The grant agreement will be considered by the CTO <br />Council on Sept. 28th. Hare reviewed the amenities provided in this project. 21 <br />people attended the pre-bid mandatory walk; 12 bids were received. Marina <br />Landscape has never done work for the District but has many great references. <br />moved by Cusworth, seconded by Holt, and carried 5-0 to: <br />1. Authorize General Manager to enter into a grant agreement with the <br />City of Thousand Oaks — Conejo Creek Southwest Park Development <br />Project; <br />2. Recognize grant revenue in the amount of $1,500,000 and <br />appropriate to Conejo Creek Southwest Park Development Projecl <br />(Account 13-804-811-81304-001); <br />3. Approve development of Conejo Creek Southwest Park; and <br />4. Award bid to Marina Landscape, Inc. for $3,770,000 Base Bid plus <br />contingency in the amount of $371,000 totaling $4,141,000 for <br />construction of restroom, parking lot, landscaping, playground, <br />
