Public Utility Easement Deed to Southern California Edison Company for <br />the Installation and Maintenance of an Electrical Power Line at Sapwi <br />Trails Community • <br />Hare reported in 2016 the Board approved an easement to Verizon Wireless <br />(VZ" granting access across District property at Sapwi Trails Community Park <br />to a telecommunications facility located on Southern California Edison (SCE) <br />property for a wireless facility. To obtain power at this facility, SCE needs to <br />connect to this location; although CRPD gave SCE permission to utilize the <br />easement extended to VZW to install the power line, SCE cannot accept a third - <br />party agreement, making the agreement presented this evening necessary. This <br />is a no cost easement, as it is for the same easement generated in 2016. <br />It was moved by Cusworth, seconded by Lange, and carried 5-0 to authorize <br />General Manager to grant a public utility easement in substantial <br />compliance with the attached Public Easement Deed to Southern California <br />Edison Company for an electrical power line at Sapwi Trails Community <br />Park. <br />E. Capital Improvements Fund Grant —Grant and Loan Agreement with <br />American Youth Soccer Organization Region 9 for a Public Picnic Shade <br />Structure Improvement at Conejo Creek South; Grant Agreement with <br />Conejo Valley Little League for a Synthetic Turf Infield on Field #2 at Fiore <br />Playfield; Letter of Interest to State of California Department of <br />Transportation (Caltrans) to Reestablish the Porter Bill Lease with Caltrans <br />for the Property Southwest of 23 FWY and Avenida de los Arboles (Fiore <br />Playfield) <br />Hare reported that this is the 12th cycle of this very successful program. In the <br />previous 11 cycles, the District has granted approximately $937K in funds. When <br />the District received the Woolsey Fire settlement funds from So Cal Edison, the <br />Board decided in June 2020 that the District should offer a double matching <br />program, especially given the financial hardships experienced due to the <br />pandemic. There was a great deal of community interest in this program. A little <br />over $450K in grants were requested, as well as a $31 K loan. Hare provided <br />details for the singling out of both the AYSO Region 9 Grant (for a public picnic <br />shade structure improvement at Conejo Creek South), which needs to be <br />deferred and brought back to a future Board meeting as a different contractor <br />must be selected, and the grant agreement with Conejo Valley Little League <br />(CVLL) for a synthetic turf infield, as its term is 25 years rather than the traditional <br />one year, and the fact that CVLL will be responsible for maintenance, repairs and <br />
