Barbara Collins, public <br />speaker, clarified that if the assessment districts were pooled together, it would <br />be a onetime $15 increase for nearly all property owners the first year; and <br />thereafter, there would be a 2-5% increase each year. She also expressed her <br />opinion that those living in the Rancho Conejo and Dos Vientos assessment <br />districts, who pay a higher assessment, should therefore receive additional <br />benefits not available to those outside of LMD 92-1 and LMD 94-1.
