The Aquatic Recreation unit was commended <br />for the increased revenue it has brought in this fiscal year, and it is recommended the <br />unit's expense budget be increased to accommodate the high demand for aquatic <br />programs and services. Additional changes include the carryover of funds from the prior <br />fiscal year relating to capital projects funds and district -wide assessments. <br />It was moved by Cusworth, seconded by Lange, and carried 5-0 to approve <br />proposed FY 2020-21 Budget Adjustments <br />B. Refundable Deposit Schedule and Facility Rental, Field Use, and Filming Fees <br />Callis reported the last increase to refundable deposits was made in Fiscal Year 2017- <br />2018. Facility rental fees were increased by 5% and field use fees were increased by <br />15% in Fiscal Year 2019-2020. No increases were made in Fiscal Year 2020-2021. It is <br />recommended that no increase be made in Fiscal Year 2021-2022. Staff anticipates <br />adjusting fees for FY 22/23 and may propose adjustments to the classifications used for <br />user groups. An effort will be made to provide advance notice of any future fee increase <br />to user groups participating in CRPD' s field allocation process. <br />Huffer expressed concerns about approving a two-year schedule without having the <br />exact fees for the second year available. Callis clarified that the fee schedule must be <br />approved annually, and no changes would be made in year two until such changes are <br />presented to and approved by the Board. <br />Cusworth asked how CRPD's fees compare to neighboring agencies now. Callis <br />asserted that rates paid by in -district residents are competitive with nearby cities and <br />special districts, but the rates paid by other user group classifications are still very low in <br />comparison. <br />Lange requested information relating to filming fee revenue. Hare reported that the <br />District typically sees several thousand dollars in revenue in a given year. There has <br />been little to no filming fee revenue since the pandemic began. <br />It was moved by Huffer, seconded by Cusworth, and carried 5-0 to Adopt <br />Resolution 050621-D setting the Refundable Deposit Schedule and Facility Rental, <br />Field Use, and Filming Fees for the Conejo Recreation & Park District effective <br />July 1, 2021 through June 30, 2023, that it be read in title only and all future <br />readings be waived. <br />C.
