.R.A.arch 18, 2021
Page 4
It was moved by Lange, seconded by Cusworth and carried 5-0 to authorize
General Manager to enter into a five-year Multi -Agency Agreement with The
Standard Construction, dba SoCal Brush, for weed abatement services in the
total amount of $1,059,287.25; $230,480.35 for parcels owned by Conejo Open
Space Conservation Agency; $283,103.85 for parcels owned by Conejo
Recreation and Park District; $368,227.35 for parcels owned by the City of
Thousand Oaks; and $177,475.70 for extra services.
C. Award Bid for Conejo Creek West Dog Park Improvement Project
Hare reviewed the recommendations, which included a protest response and a
recommendation for awarding the bid to G2K Construction, Inc. (G2K). It is believed
this project is a Class 3 exemption to CEQA. This project had its beginnings in 2017;
bids came in higher than anticipated at that time and the Board rejected all bids. Staff
was then authorized to put out the project for rebid by splitting it into two different
projects; staff recommended not awarding the complete project or separating the
project because it was not cost effective at the time and the Board rejected all bids.
In April 2020, funds were appropriated from the Woolsey Fire Settlement to use for
this project, the scope of which included the parking lot and restroom project and, in
addition, a shade structure project. 28 people attended the job walk and nine bids
were received. The low base bid received from G2K meets all the required
specifications.
It was moved by Cusworth, seconded by Huffer and carried 5-0 to:
1. Waive minor irregularity in G2K Construction, Inc. bid submittal.
2. Deny United Construction and Landscape Inc.'s protest of G2K
Construction, Inc. Built All Construction, and FS Contractors, Inc. bid
submittals.
3. Determine that the Conejo Creek West Dog Park Improvement Project is
categorically exempt from the California Environmental Quality Act
(CEQA).
4. Appropriate $180,000 from Districtwide Fund Balance to Conejo Creek
West Dog Park Improvement Project (account 62-803-811-81004-000).
5. Award bid to G2K Construction, Inc. for $1,099,000 Base Bid, •
'i
contingency in the • • $81,000 totaling $1,180,000 • constructio
of parking lot, landscaping, utility connections, pre -fab restroom buildin
• • structures.
