Agreement between the City of Thousand Oaks and the Conejo Recreation and <br />Park District and the Conejo Open Space Conservation Agency regarding <br />Rancho Potrero Community Equestrian Center and Related Matters; Accept <br />Real Property at Rancho Potrero from the Conejo Open Space Conservation <br />Agency; Transfer of Real Property at Grant R. Brimhall Library to City of <br />Thousand Oaks; Lease Agreement with Ride On LA at Rancho Potrero <br />Equestrian Center <br />Hare welcomed Tim Giles, Human Resources Director, City of Thousand Oaks (via <br />Zoom) and Bryan McQueeney, CEO, Ride On Therapeutic Horsemanship. Hare <br />referred to the length of this Board report and the fact that a section of it is available <br />only online; he quickly reviewed that section (Exhibits A — M). He also referenced <br />a Supplemental Page that was provided to Board members this evening; it was from <br />the Insurance Requirements section and included some slightly edited wording. <br />The Conejo Open Space Conservation Agency (COSCA) Board discussed and <br />approved the recommendation at their March 10th Board meeting; the City -related <br />matters were discussed and approved at the March 16th City Council Meeting. <br />Reaching this point was a long process that included lots of good conversations. <br />The CRPD Ad Hoc committee of Lange and Nickles met multiple times - their <br />guidance was greatly appreciated. Hare reviewed the matter and mentioned there <br />are still some minute details to be worked out, but the agreement presented tonight <br />is very close to the final product. He reviewed the major portions of the Master <br />Agreement and referred to the successful long-term relationship CRPD has had with <br />Ride On. If the recommendations are approved, there will be many more public and <br />recreational opportunities for the community. He explained the nature and financing <br />of capital improvements and possible future grants and how the parties will divide <br />responsibilities. McQueeney expressed excitement over this new partnership, which <br />will benefit the community for years to come. He thanked the City, CRPD and <br />COSCA.
