Practically speaking, we just have to draw new lines on an "official" map (See Exhibit 2 - CRPD <br />Annexation Area & Expanded Boundary Map) and put-up aesthetically pleasing signs along <br />major roadways letting people know CRPD is the recreation & park agency serving that area. <br />Economically speaking, neither Conejo Valley taxpayers nor taxpayers in the newly annexed <br />areas, would see a bottom-line difference on their property tax bill. All the new parks, amenities <br />and services would be provided via creative revenue -generating ideas (explained in detail later <br />in tfis agenda under the Investment Advisor and Revenue Generating Projects Board Report). <br />Existing Conejo Valley residents should be `stoked' because we could now claim about 15 mile <br />of coastline as part of our home. We would not have to feel bummed if a local from the "Bu99 <br />says, "Valley Go Home!" because we would already be home. <br />Other benefits include: <br />1. Kayak, canoe, paddleboard trips as well as the "C.V. to the Sea Trail" offering unbroken <br />multi -use trail access along the creek or atop the levies from Wildwood Regional Bark to <br />Mugu [lagoon. <br />2. Gondola or chair lift to Sandstone Peak from both PCH and Potrero Road simply offering <br />rice views or as transportation to the beach or downhill goad bide and mountain bike roans <br />without all the work to ride up there (additional recreation would be provided by zip�anes <br />designed into chairlift/gondola support poles). <br />3. Hidden Valley is gorgeous and would essentially remain "as is" visually speaking. Staff <br />would meet with Hidden Valley property owners to secure a surface easement for the <br />wild animals to roam. During negotiations, since Hidden Valley doesn't have much <br />groundwater, we would work to obtain a subsurface easement to allow for the <br />construction of "The Underground Playground" concept. A partnership with the Navy2 to be negotiated could include, but not be limited to: <br />a. all manner of cutting-edge air & sea -based recreation including a months -long <br />immersive fitness "boot camp" followed by a variety of career opportunities <br />included as an added bonus. <br />1 Annexation of these areas would come with some awesome residents who are titans of industry and celebrities like David <br />Murdoch, Brittney Spears, Jaime Foxx, Tom Selleck, and Mary Power as well as other public park fans who are presumably <br />quite comfortable and are accustomed to fine Corinthian leather and may be eager to serve on our "Fantasy Island Planning <br />Committee." How cool would that be? <br />2 Staff have not yet spoken with the Navy, but CRPD has Navy Veterans on its staff and board, so we anticipate speedy <br />resolution of any possible issues or concerns. <br />
