Conejo Recreation & Park District
GENERAL MANAGER
Jim Friedl
TO: Board of Directors
FROM: Jim Friedl, General Mana
DATE: April 1, 2021
BOARD OF DIRECTORS
Doug Nickles, Chair
Nellie Cusworth, Vice Chair
George M. Lange, Director
Susan L. Holt, Director
Chuck Huffer, Director
GENERAL MANAGER EMERITUS
Tex Ward
SUBJECT: Annex Hidden Valley, Portions of Malibu from LA/Ventura County Lice to
Naval Base Ventura County (including the Navy's San Nicolas Islands onto
CRPD's Jurisdictional Service Area Boundaries
RECOMMENDATION
Authorize staff to complete and file necessary paperwork with Ventura County Local Agency
Formation Commission (LAFCo) and United States Secretary of the Navy (Navy) to annex
Hidden Valley, Ventura County portions of Malibu, and Naval Base Ventura County (NBVC)
including San Nicolas Island.
BACKGROUND
Conejo Recreation and Park District provides parks, recreation facilities and (via COSCA) open
space for the 140,000 residents in and around City of Thousand Oaks (City), California. (See
Exhibit 1 - CRPD Existing Jurisdictional Boundary Map).
Just as the City is preparing for the future with the ongoing update to the City's General Plan, so
too must CRPD must plan for recreation, parks and open spaces decades into the future.
CRPD intends to operate in perpetuity and must plan accordingly.
CRPD is routinely asked to provide new parks and expand recreation amenities. However
limited land remains available for additional parkland within the Conejo Valley. By welcoming
our neighbors to the southwest (who currently lack service from an existing recreation and park
district) into the CRPD family, we will be much better prepared to "to enrich the quality of life for
our community by preserving and enhancing recreational opportunities, parks and open space
now and for generations into the future.
The annexation process should be fairly simple. The idea is that good.
ADMINISTRATWE OFFICES
403 West Hillcrest Drive I Thousand Oaks, CA 91360-4223
(805) 495-6471 1 FAX: (805) 497-3199 1 Email: parks@crpd.org I Website: www.crpd.org
