Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUBJECT: Annex Hidden Valley, Portions of Malibu from LA/Ventura County Lice to <br />Naval Base Ventura County (including the Navy's San Nicolas Islands onto <br />CRPD's Jurisdictional Service Area Boundaries <br />RECOMMENDATION <br />Authorize staff to complete and file necessary paperwork with Ventura County Local Agency <br />Formation Commission (LAFCo) and United States Secretary of the Navy (Navy) to annex <br />Hidden Valley, Ventura County portions of Malibu, and Naval Base Ventura County (NBVC) <br />including San Nicolas Island. <br />BACKGROUND <br />Conejo Recreation and Park District provides parks, recreation facilities and (via COSCA) open <br />space for the 140,000 residents in and around City of Thousand Oaks (City), California. (See <br />Exhibit 1 - CRPD Existing Jurisdictional Boundary Map). <br />Just as the City is preparing for the future with the ongoing update to the City's General Plan, so <br />too must CRPD must plan for recreation, parks and open spaces decades into the future. <br />CRPD intends to operate in perpetuity and must plan accordingly. <br />CRPD is routinely asked to provide new parks and expand recreation amenities. However <br />limited land remains available for additional parkland within the Conejo Valley. By welcoming <br />our neighbors to the southwest (who currently lack service from an existing recreation and park <br />district) into the CRPD family, we will be much better prepared to "to enrich the quality of life for <br />our community by preserving and enhancing recreational opportunities, parks and open space <br />now and for generations into the future. <br />The annexation process should be fairly simple.
