Adoption of Resolution Number 011801 A, A Resolution Of The <br />Board of Directors Of The Conejo Recreation And Park District <br />Adopting Proposition 218 Assessment Ballot Proceedings Procedures <br />Ward stated that the Resolution sets forth procedures relative to the <br />assessment ballot proceedings makes it clear how the process will take <br />place. Ward recommended adoption of the Resolution. <br />In response to Holt's inquiry, Josh Morris of Shilts Consultants explained that <br />multiple votes can be cast if one or more persons are property owners of <br />record, however, each parcel is allowed one vote. <br />Ward stated at the District's discretion, reasonable time limits may be <br />imposed, on both the length of the entire public hearing and the length of <br />each speaker's testimony. <br />In response to Berger's inquiry, Ward explained that a neutral party tabulates <br />all ballots and retains them for three years. The ballots will be mailed to <br />property owners March 1, and there is a 45 -day voting period. Tabulation of <br />the ballots and a public hearing will be held at the conclusion of the 45 -day <br />period. <br />It was moved by Jacobsen, seconded by Lange and carried 5-0 to <br />approve adoption of Resolution 011801-A. <br />C. Approval Of Use Of Mobile Stage By The City of Agoura Hills <br />Benton reference the past use of the stage by the City of Agoura Hills, noted <br />the documentation, and said no problems were reported last year, and Board <br />approval is sought for the out -of -district use of the stage. She noted the <br />presence of Dale Sumersille, Recreation Supervisor from the City of Agoura <br />Hills. <br />in response to Board inquiries, Benton discussed the stage rental fees and <br />costs, which would be $850 per event, and would include out -of -district rates, <br />out-of-pocket costs and a $100 refundable deposit. <br />
