Anticipated Need for Additional Park(s) in Thousand Oaks Boulevard Specific Plan <br />Area <br />Friedl opened the presentation regarding this item. New homes will be built in Thousand Oaks; <br />the timing of the building and the location of these homes, is currently not clear, but more <br />residential development in the city is still to come. Parks are an essential piece of infrastructure <br />in any quality community; Friedl backed up this statement with factual information from various <br />sources; having a strong park presence in a community supports health and wellness, and tourism <br />and vacationer spending. Vibrant recreation programs and facilities are a haven for children, <br />especially those at risk, and they offer alternatives to gang involvement, enhancing a sense of <br />place and community. <br />Hare presented an overview of the Thousand Oaks Boulevard Specific Plan including its purpose <br />and history. His presentation included specifics regarding CRPD's plans for parks using a Master <br />Plan, how parks are funded, how a large master planned subdivision can incorporate adequate <br />parks, current park acreage/deficiencies, CRPD's establishment of Quimby Fees for the T.0 . <br />Boulevard Specific Plan and the impact of potential additional units in the plan on park acreage <br />needs. He acknowledged the vision of early elected officials and the efforts of former and current <br />elected officials to carry out this vision and the collaborative efforts put forth and necessary by <br />various entities to make Thousand Oaks a very desirous place to live and work. <br />Hare answered Board member's questions and was thanked for his comprehensive <br />presentation. <br />Mark Towne, Community Development Director, City of Thousand Oaks, thanked Hare for his <br />report and remarked on the appropriateness of bringing attention to this information now. He <br />provided additional information regarding the history and development of the Thousand Oaks <br />Boulevard Specific Plan and expressed excitement at the future of this project; he looks forward <br />to working with CRPD staff, boulevard owners, developers and residents to move this project <br />forward. He answered Board member's questions and was thanked for his comments. <br />Shawn Moradian, President, Thousand Oaks Boulevard Association, commented on the plan and <br />is eager to work with the City of Thousand Oaks and CRPD to have more concrete <br />recommendations to address current and future park needs. He stated his belief that parks are <br />definitely an enhancement of, and value to, the community at large. He encouraged collaboration <br />of all parties to look at the plan with a fresh set of eyes. He presented facts on the current units <br />near completion. This is a challenging project and looks forward to continuing to work with CRPD <br />in the future to come up with a win/win result. <br />Discussion ensued and the motion was made and carried with an amendment (in italics and <br />underlined below). <br />It was moved by Nickles, seconded by Huffer, and carried 5-0 to Direct staff to work with <br />residents, City of Thousand Oaks, property owners, and developers within the Thousand <br />Oak Boulevard (TOB) Specific Plan area to formulate strategies to satisfy park acreage <br />needs in the TOB Specific Plan area, as well as other areas deemed to incorporate <br />
