July 16, 2020
Page 3
District is honoring employees with gifts and a tribute ad in the Thousand Oaks Acorn; two
staff have been acknowledged so far: Patty Hamm, Recreation Supervisor of the Goebel
Adult Community Center and Shelly Howell, Human Resources Supervisor. The Concert
scheduled for August 16th has been cancelled and will be rescheduled for next year. The
Labor Day concert has not been cancelled; staff is looking at possible options for holding the
concert that would follow public health protocols, such as a "drive-in" concert. Over 20 zoom
classes, all fee-based, are available via the CRPD virtual website. Given the Conejo Valley
Unified School District's recent decision that the new school year will consist of 100% remote
learning, District staff is working on options that may be provided to assist with this new reality
and coincide with school schedules. Staff is looking at making the next three program guides
solely available online as a cost savings measure. Currently, the only reservations being
accepted are for outside weddings, church services and fitness classes. Callis shared
enrollment numbers and revenue figures, which are significantly down from last year. Staff is
working hard to balance expenses as best as possible.
C. Management Services Division Report
Smith reported she is monitoring possible legislation that would affect unemployment
benefits; she will report back on any announced changes. Huffer asked her to investigate
Proposition 15 and its possible effect on the District.
D. General Manager's Report
Friedl reported a need for an Executive Closed Session this evening; after the Session, an
announcement is anticipated. The Board will resume its regular meeting for this purpose.
This announcement will be recorded on audio; there will be no resumption of a zoom session.
E. Directors Reports and Follow-up Reports on Meetings/Conferences Attended
Cusworth reported on a park she visited outside of the District which had may amenities,
including a small splash park. The answer to her question of whether the District had ever
considered such an amenity was a resounding "yes." She noted their dog park uses wood
chips and has a volunteer component. She has done some more Conejo Open Space
Conservation Agency (COSCA) trail hiking and is close to concluding the current challenge.
Cusworth presented an "Historical Driving Tour" handout; she enjoyed compiling this
document, which covers 16 local historical landmarks, 7 or 8 of which have a connection with
CRPD.
Nickles shared a video taken while on vacation -- a jeep tour through Sequoia National
Forest. On June 23rd he participated in a Ranch Potrero Ad Hoc Committee meeting. On
June 24th he attended a COSCA Board Meeting. He had a teleconference on July 7th with
the General Manager for general updates and on July 13th he and Huffer toured, along with
the General Manager, the area at Paige Lane and Janss Road adjacent to the 23 Freeway.
Nickles shared highlights from his attendance at his first California Association of Recreation
and Park Districts (CARPD) Board meeting. In response to Nickles' report, Huffer stated he
is glad CARPD is considering future webinars and suggested as part of their annual
conference, inclusion of a Directors' roundtable and a General Managers' roundtable —
perhaps to be held one or two other times during the year with half a dozen topics laid out in
advance so as to compare issues/ideas/concerns. Huffer reported the Tax Program finished
