June 18, 2020 <br />Page 2 <br />Lange opened the Public Hearing. There being no public comment, he continued the public hearing <br />to the next regular Board meeting on July 2nd. <br />8. ITEMS FOR DISCUSSION <br />CRPD Update regarding COVID-19 Local Emergency <br />Friedl referenced a COVID-19 update email he sent out last Friday and also commented on the <br />CRPD website link which provides up-to-date info on closures and openings. He noted that Paradise <br />Falls remains closed. A new state order regarding wearing of masks was issued today and Ventura <br />County issued a press release this afternoon. The pool at California Lutheran University is open; the <br />two High School pools will remain closed this summer. Staff have heard from many people involved <br />in organized youth sports, largely as part of a letter writing campaign directed at county and state <br />officials, as these orgainzations continue to be limited under state law. <br />9. NEWITEMS <br />A. Parks and Planning Budget Adjustments/Fiscal Year 2020-2021 Capital <br />Improvement Plan; Contract with Encompass Consultant Group; and Contract with <br />Andrew Goodwin Designs <br />1. Allocate funds from SCE Settlement Funds (Account 10-00-1890.00 <br />Miscellaneous Revenue) to various accounts as detailed in Attachment A. <br />2. Authorize General Manager to enter into a contract with Encompass <br />Consultant Group in the total amount of $175,700 for surveying, <br />environmental, and engineering services for Districtwide drainage <br />improvements <br />3. Authorize General Manager to enter into a contract with Andrew Goodwin <br />Designs in the total amount of $137,584 for Phases 1 and 2 of environmental, <br />landscape architectural, and architectural services for Conejo Community <br />Park and Center Improvements <br />Referencing Recommendation #1, Hare reported that, traditionally, between Year 1 and Year 2 <br />of the 2 -year budget, there are few changes to the Capital Improvement Plan; however, due to <br />the SoCal Edison (SCE) settlement, the 2n, year of this plan has been amended. He reminded <br />the Board of the allocation they approved at the last Board meeting; $36K for the Capital <br />Improvements Fund Grant Program, which leaves a balance of $4.193M of SCE Settlement <br />Funds. The plan presented this evening was created with various input including the Board retreat <br />on January 30'. Some of these projects have direct and indirect links to the Woolsey Fire; many <br />of them will strengthen park and facility infrastructure and will have a great impact to the overall <br />community. He referenced Attachment A, which delineated the various projects and suggested <br />funds and highlighted and summarized these projects. Attachment B shows what Year 2 would <br />look like if all the changes are made. <br />Regarding Recommendation #2, Hare reported it directly coincides with the drainage <br />improvement projects throughout the District referenced in Recommendation #1.
