Consideration of Resolution No. 041620-C for Landscaping Maintenance District <br />(LIVID) 94-1 (Dos Vientos) Preliminarily Approving the Engineer's Report for 2020- <br />2021, Declaring Intention to Provide Annual Levy and Collection of Assessments, <br />and Setting Time and Place for Public Hearing <br />Hare reported the proposed increase for the Dos Vientos assessment is from $332.11 (FY <br />19-20) to $342.41 (FY 20-21), with a maximum assessment rate from $335.08 (FY 19-20) <br />to $346.32 (FY 20-21) per benefit unit. <br />It was agreed to amend the Engineer's Report as follows: On Page 133, add the following <br />sentence to the beginning of Item D: "The facilities within the District are maintained and <br />operated at a comparable level of service as in areas outside the District." Additionally, <br />remove the sentence that begins: "Although there are..." and ends with "of the other <br />improvements and facilities." <br />It was moved by Holt, seconded by Huffer, and carried 5-0 to Adopt Resolution <br />041620-C preliminarily approving the Engineer's Report for 2020-2021, as amen <br />declaring intention to provide annual levy and collection of assessments, and <br />setting time and place for public hearing, that it be read in title only and all future <br />readings be waived. <br />D. Reimbursement Agreement with City of Thousand Oaks for Resurfacing of District <br />Parking Lots in the amount of $709,610 <br />Hare reported District staff approached the City of Thousand Oaks' Public Works Department <br />for help in writing a bid for paving projects. City staff offered to assist, and District paving <br />projects were included in a Request for Proposal resulting in the City's recent award of a bid <br />of approximately $13,000,000 to Sully -Miller Contracting. The City will pay the entire amount <br />for the work and invoice CRPD for its portion, $709,610. District staff met with Recreation <br />staff and CRPD Partners to coordinate timing for the various projects; the contractor will <br />provide a schedule for project completion. It's hoped that future, large scale District projects <br />may be combined with the City's due to the cost savings. <br />It was moved by Nickles, seconded by Holt, and carried 5-0 to authorize General <br />Manager to enter into reimbursement agreement for the resurfacing of District parking <br />lots. <br />E. Award Bid for Thousand Oaks Community Center Pre -School Restroom <br />Improvement Project in the amount of $129,400 base bid plus contingency in the <br />amount of $14,750, totaling $144,150 <br />Hare reported that since the lobby expansion project was completed in 2011, and due to <br />ADA requirements, staff has been discussing various ways to provide the desired interior <br />access to restrooms at Thousand Oaks Community Center. The recommended <br />improvement of a Pre -School Restroom will provide a multitude of advantages for pre- <br />school patrons and staff including increased safety, more efficient use of time and <br />learning/skills improvement for children.
