April 16, 2020 <br />Page 2 <br />Friedl provided a "bullet point" update regarding the District and the COVID-19 Local Emergency. <br />Regarding N-95 masks, the District had leftover masks from the Woolsey Fire event; 3,090 of these <br />masks were collected and given to Ventura County hospitals. <br />9. NEW ITEMS <br />A. Consideration of Resolution No. 041620-A Directing Preparation of the Engineer's <br />Report, Declaring Intention to Levy Assessments for 2020-21, Preliminarily <br />Approving Engineer's Report for Districtwide Park Maintenance and Recreation <br />Improvement District (62-1) and Providing for a Notice of Public Hearing <br />Hare thanked Director Nickles for the input he provided after the agenda was published, <br />resulting in the Supplemental Information attached to this item, which totals five pages <br />and was added to the agenda packet earlier this week. <br />The Districtwide assessment is increasing from $38.26 (FY 19-20) to $39.41 (FY 20-21). <br />Hare will return to the Board on May 21st with a request to consider the levying of the <br />assessment. <br />Nickles expressed appreciation for the meeting held earlier this week with staff and <br />consultants which provided clarity. <br />It was moved by Holt, seconded by Huffer, and carried 5-0 to adopt Resolution No. <br />041620-A directing preparation of the Engineer's Report, declaring the District's <br />intention to levy assessments for 2020-21, preliminarily approving the Engineer's <br />Report for Districtwide Park Maintenance and Recreation Improvement District (62- <br />1) and Providing for a Notice of Public Hearing, that it be read in title only and all <br />future readings be waived. <br />B. Consideration of Resolution No. 041620-B for Landscaping Maintenance District <br />(LMD) 92-1 (Rancho Conejo) Preliminarily Approving the Engineer's Report for <br />2020-2021, Declaring Intention to Provide Annual Levy and Collection of <br />Assessments, and Setting Time and Place for Public Hearing <br />Hare reported the proposed increase for the Rancho Conejo assessment is from $98.19 <br />(FY 19-20) to $100.14 (FY 20-21) with a maximum assessment rate from $102.53 (FY 1.9- <br />20) to $105.98 (FY 20-21) per benefit unit. <br />Director Nickles proposed the following change to Page 99 of the Engineer's Report: under <br />Item D, change "The facilities within the District are maintained and operated at a higher <br />level of service than in areas outside...." to "The facilities within the District are maintained <br />and operated at a comparable level of service as in areas outside..." These changes were <br />deemed appropriate by the Board members. <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to adopt Resolution <br />041620-B preliminarily approving the Engineer's Report for 2020-2021, as amen <br />declaring intention to provide annual levy and collection of assessments, and <br />setting time and place for public hearing, that it be read in title only and all future <br />
