Emergency Care and Shelter Services Memorandum of Understanding Among City <br />of Thousand Oaks, Conejo Recreation and Park District, California Lutheran <br />University and American Red Cross of Ventura County <br />Callis reported the Memorandum of Understanding (MOU) was revised after this agenda's <br />publication; the new MOU was provided as "supplemental information" last Monday, which <br />reflects the removal of California Lutheran University from the document, as they have their <br />own agreement with the American Red Cross (ARC). The MOU is based on information <br />learned after recent local tragedies, i.e., the Borderline shooting and the Woolsey fire in 2018. <br />Grahame Watts, Special Projects Manager, Public Works Department, City of Thousand <br />Oaks (CTO), took the lead and worked with staff from CRPD and ARC to provide clarification <br />regarding each entities' responsibilities during an emergency; additionally, an MOU is <br />necessary in order for possible reimbursements to CRPD for future disasters. Nickles noted <br />the description of CRPD on page 69, i.e., as a "special district that manages parks and trails <br />in Thousand Oaks" might be modified to "CRPD is a special district that manages recreation <br />facilities, parks and trails in Thousand Oaks." This addition was agreed upon and will be <br />made to the MOU before it is presented to the City for approval. Friedl has the Board's <br />permission to sign the modified MOU upon the City's approval of same. <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to approve the Emergency <br />Care and Shelter Services Memorandum of Understanding Among City of Thousand <br />Oaks, Conejo Recreation and Park District and American Red Cross of Ventura County <br />as amended, i.e., on page 69, add the words "recreation facilities" under Item 11 (2) <br />"CRPD is a special district that manages recreation facilities, parks and trails..." <br />10. Recreation Division Report <br />Callis expressed deep gratitude to her team, especially Duerr, Ruwhiu, Harrison and <br />Madison, along with the IT Department and HR Supervisor Howell, for their extra efforts <br />during this challenging time. She referenced the Recreation Highlights provided to Board <br />members this evening. CSVP volunteers have made over 250 masks for 6 different <br />hospitals/medical facilities. The Senior Nutrition program is continuing and has served over <br />80 people a day with a "take-out" meal. Blood drives are ongoing. Regarding Safe Passage <br />participants, staff is serving lunch 5 days a week. The 850 Warwick kids were provided with <br />care packages from the "With Love from Grandma" organization. A full-page ad has been <br />provided to the "Thousand Oaks Acorn" with activities and suggestions for things to do while <br />at home. The Marketing and IT Departments are working on a CRPD employee -only website <br />which may be up early next week, providing a central location for employees to get questions <br />
