December 5, 2019 <br />Page 3 <br />It was moved by Huffer and seconded by Cusworth to nominate Nickles to <br />serve as Vice Chair. It was unanimously agreed upon to close the <br />nominations. The election of Nickles as Vice -Chair was approved by a vote <br />of 5-0. <br />Director Nickles thanked the Board for their support and stated he is looking <br />forward to serving as Vice Chair. <br />B. Confirmation of Board Appointments and Assignments <br />Lange introduced the item and explained that committee assignments are usually <br />reviewed at this time of year. It was agreed to keep the Board Appointments and <br />Assignments as currently listed. <br />It was moved by Holt, seconded by Huffer, and carried 5-0 that Nickles be <br />reappointed to the COSCA Board of Directors for another four-year term. <br />C. Board of Directors' Norms, Guidelines and Processes <br />Friedl reviewed the history of the Board Norms, Guidelines and Processes, which <br />were first created in 2012 and are brought forward for review by Board members <br />every year. <br />Itwas moved by Huffer, seconded by Holt, and carried 5-0 to approve the Board <br />Norms, Guidelines and Processes as presented with no modifications. <br />D. Exit Road Renovations at Conejo Creek South - Appropriate $200,000 from <br />Districtwide Assessment Fund Balance <br />Hare stated the District has a long history of using this road over school district <br />property; a reciprocal access easement was entered into between the District and <br />CVUSD in March of 2010. In 2017, CVUSD approached the District stating they <br />wanted to make some improvements behind CVUSD offices; they are now ready <br />to move forward. The project has been bid out and the low bid has been accepted. <br />The CRPD portion of the work will cost $150K. CVUSD is going to the School <br />Board on December 171h for approval; work is scheduled to begin in January or <br />February of next year, with completion expected 30-60 days after the project <br />commences. CRPD staff will keep in close contact with park user groups; the bid <br />package includes some construction blackout dates to accommodate these <br />groups.
