DEFERRED MATTERS <br />8. ITEMS FOR DISCUSSION <br />A. Playground Surfacing at Kimber Park <br />Friedl explained this is a discussion item, as opposed to an action item, as staff <br />does not have a recommendation different than the already approved playground <br />project, which is nearly complete. The delayed opening is due to a custom piece <br />on order necessary before opening the new playground. There has been some <br />interest from residents in the community regarding surfacing, and the timeline, <br />which has evolved into some broader, more general concerns regarding the park. <br />Staff members Hare, Mooney, Kouba, and Belavic held a neighborhood meeting <br />at the park on November 14th. The Board agenda packet this evening contain <br />answers to many of the questions posed, as well as an extensive outline regarding <br />the engineered wood fiber (EWF surface) at the park. Hare referenced the <br />information and supplement provided, which contains emails received over the last <br />six weeks. About 30 neighbors attended the neighborhood meeting, and there <br />was a good, productive conversation. Staff will return to residents with a <br />conceptual plan based on their feedback. A handful of residents were not satisfied <br />with the playground surfacing — namely, the EWF. Hare explained the rationale <br />for using the EWF; this decision was first made in 2010, i.e., to use EWF rather <br />than a rubber/sand combination. Considerations included cost, safety, decreased <br />maintenance, and increased ADA accessibility. Nineteen CRPD parks, including <br />Kimber, have been successfully using EWF, with few concerns received over the <br />last ten years. Hare introduced Chris Tate, Playground Inspector. He has been in <br />the business for 28 years and has inspected about 800 playgrounds. He has a <br />depth of knowledge about playground surfacing and was available to answer <br />questions. <br />Alex Timen expressed concern over lack of public notification of park construction <br />plans, and the use of EWF vs. sand; he believes the play value of sand is much <br />greater and home values have been affected negatively by this decision. <br />
