ITEM #6 <br />Can you explain the reasoning behind wood chips over sand in the playground? We have many <br />young families upset over the chips. If they must remain, a suggestion has been made to at least <br />have a small area designated as a sandbox for the little ones to play in. Banyan Park still has both <br />of the playground areas with sand, and this was brought to our attention. It seems unfair that <br />families would have to leave their neighborhood and drive to another park for sandbox play time. <br />Please see tree artachea regarding erigioeereu wuou fiber and u nef' piaygr Bund suri'aces. <br />ITEM #7 <br />Regarding wood chips- we understand a certain % of a park needs to be wood chips vs. grass. <br />Can you explain this to us? Comparing Kimber Park to others, it seems that we have an excessive <br />% of chips vs. grass. We understand this measure was put in place due to the drought, however <br />we question the location of the wood chips in some areas. We suggest adding grass around the <br />gazebo/picnic area and moving those chips to the unusable gully area by the dog park and the <br />church parking lot. <br />in response to the drought and current state regulations, since 2012 staff has removed 70 acres <br />of turf (out of 250 acres) from the District's park systems. Every potential property with irrigated <br />turf (45 total), except three (Beyer Park — CVUSD property; Stagecoach Inn — 0.10 acres of lawn; <br />and Crowley House — 0.02 acres of lawn), were affected and had turf removed. <br />From this effort, as compared to other parks, Kimber ranks 28th out of 45 in the highest percentage <br />of irrigated turf acreage converted to wood chips (1.86 acres converted out of 6.30 acres, or <br />29.52%) and is the 4th largest park with 4.44 acres of irrigated (non -sports fields) turf remaining. <br />ITEM #8 <br />We also have MANY dog owners that refuse to use the dog park that has been described as "an <br />all dirt pee area with sharp objects that tear the pads on my dog" consequently, they use the grass <br />area as an off leash park between Gam and 8am. We have had some elderly walkers with small <br />dogs afraid of the off leash large dogs. What are your suggestions to bring the dog park up to an <br />acceptable area for dog owners? Possibly a small grass area and wood chip area? We do <br />appreciate the water that was added last year. <br />The irrigation for the turf at the area of the existing Kimber Off Leash Area was turned off in late <br />20121early 2013 in response to the drought. At this time the area was not planned to be an off - <br />leash area. After the community meetings in the Fall 2013, the area was determined and agreed <br />upon to be a suitable for an off -leash area and to be as -is (no irrigation and a natural surface). The <br />Kimber Off Leash area opened in early 2016, and after high usage, no rain, and no irrigation, the <br />turf disappeared. <br />CRPD staff has done quite a bit of research, contacted industry experts, and reached out to other <br />agencies regarding off leash areas and, after numerous meetings over the past few years with <br />Conejo Off Leash Area representatives (COLA), the District and COLA have been unable to reach <br />an agreement on the next steps including surfacing alternatives and constructionlmaintenance <br />responsibilities (both financial and physical). <br />31 Page <br />
