There will be negligible <br />incremental use beyond current overall use of the facility. <br /> <br />DISCUSSION <br /> <br />A Notice Inviting Bids was advertised in the Thousand Oaks Acorn, Construction Bidboard, Inc., <br />Builder’s Notebook, Ventura County Contractor’s Association, Inc., and posted on the District <br />website. Ten interested bidders attended the mandatory pre-bid meeting held at the sites on <br />Tuesday, June 4th. Six bids were received and were opened at 8:30 a.m. on Wednesday, June <br />26th. <br /> <br />Vendor Base Bid <br />Micon Construction $1,034,456 <br />Unlimited Engineering $898,000 <br />Environmental Construction $1,128,071 <br />F.S. Contractors $1,140,000 <br />Golden Phoenix Construction $1,426,000 <br />R.E. Shultz $1,142,445 <br /> <br />The low bid received from Unlimited Engineering Contracting Inc. (UEC) meets all the required <br />specifications. <br /> <br />Within two business days of the bid opening, as required by the Bid Protest Procedures, staff <br />received a protest from Environmental Construction Inc. (ECI) (Exhibit 1) regarding UEC’s bid and <br />Micon Construction Inc’s (MCI) bid. <br /> <br />ECI’s reasons for UEC protest are listed below in italics; CRPD responses follow: <br /> <br />1. Unlimited's prices in words do not match its prices in figures <br /> <br />Unlimited's prices in figures and words do not agree. For Bid Item A, Unlimited wrote the <br />figure "267,000.00" but wrote the words "Two Hundred Thousand Sixty Seven Dollars <br />Even" -$200,067.00. For Bid Item B, Unlimited wrote the figure "260,000.00" but wrote the <br />words "Two Hundred Thousand Sixty Dollars Even" -$200,060.00. For Bid Item C, <br />Unlimited wrote the figure "291,000.00" but wrote the words "Two Hundred Thousand <br />Ninety One Dollars Even" - $200,091.00. See Attachment I. Page 15 of the bid form <br />provides that, "In case of discrepancy between the written price and the numerical price, <br />the written price shall prevail." See Attachment 2. The total base bid is the sum ofltems A, <br />B, C and D. The bid form states, "TOTAL BASE BID (A+B+C+D)". Using its prices as <br />written in words, Unlimited's base bid amounts to $680,218.00. <br /> <br />Response: Per bidding instructions (Exhibit 2), on NOTICE INVITING BIDS page 2, <br />INSTRUCTIONS TO BIDDERS page 4, BID FORM 2 page 15 The award of contract, if made, <br />will be to the lowest responsible Bidder based on the total base bid only, as determined
