The term will remain 2 <br />years -- July 1, 2019 to June 30, 2021; for each of the two years there will be an <br />employee salary increase of 2.5%. The cafeteria plan basic needs allowance formula <br />remains essentially intact with a slight increase in the benefit plan. These terms and <br />benefits will be extended to the non -represented full-time and regular part-time <br />employees, as well. Lewanda added that the union membership ratified this MOU on <br />Monday, June 21st. <br />Scott Buchanan, CRPD employee representing the SEW 721 bargaining team, <br />expressed full support of the MOU. <br />It was moved by Lange, seconded by Nickles, and carried 5-0 to adopt Resolution <br />No. 062019-A approving the MOU between the District and SEW Local 721 and <br />adjusting employee compensation and benefits, as outlined in the staff report, that <br />it be read in title only and all future readings be waived. <br />B. MRCA Preliminary Budget <br />Lewanda reported the proposed preliminary 2019-20 mountains and Recreation <br />Conservation Authority (MRCA) budget is the MRCA's 2018-19 adopted budget, with <br />a few material item adjustments, which are noted in the attachment to the staff report. <br />It was moved by Lange, seconded by Holt, and carried 54 to approve the <br />Mountains Recreation and Conservation Authority (MRCA) Preliminary Budget for <br />Fiscal Year 2019-20. <br />C. Proposed DRAFT Response to Conejo Recreation and Park District to Ventura <br />County Grand Jury 2018-2019 Final Report re: Youth Sports and Public Liability <br />dated April 17, 2019 <br />Friedl reported CRPD is required by law to respond within 90 days to the Grand Jury's <br />final report, which was received on May 9, 2019. Essentially, the Grand Jury has <br />issued some conclusions and recommendations relating to youth sports and public <br />liability. Friedl referenced the staff report which spells out the reasons for the District's <br />overall disagreement with the report. The district will comply with the concussion <br />protocol and training. <br />It was moved by Lange, seconded by Cusworth, and carried 5-0 to authorize <br />General Manager to send the Proposed Draft Response to the Ventura County <br />Grand Jury 2018-2019 Final Report re: Youth Sports and Public Liability dated <br />April 17, 2109. <br />10.
