June 20, 2019 <br />Page 2 <br />7. DEFERRED MATTERS <br />A. Public Hearing Preliminary Budget Fiscal Year 2019.2012020-21 <br />Huffer opened the Public Hearing. Lewanda reviewed the budget process, which has <br />resulted in tonight's recommendation. The preliminary budget was adopted on April 4th <br />and public hearings on the budget have been held at each Board meeting since then. <br />The General Fund is structurally balanced. The most important assumption is predicting <br />the annual increase in property taxes; this budget assumes an increase of 3% each year. <br />The budget also accounts for the coming increases in minimum wage and also reflects <br />the changes in the Employee MOU. Lewanda reviewed specific details of the budget <br />with a PowerPoint presentation. Challenges include capital funding, aging infrastructure, <br />pension funding, minimum wage increases, insurance costs, a possible recession, water <br />costs and the state's financial situation. This budget will be presented for final adoption <br />at the July 18th Board meeting, where it will be paired with the 2 -year Capital Budget/CIP <br />plan. <br />Huffer closed the Public Hearing until the next Board meeting on July 18th <br />8. ITEMS FOR DISCUSSION <br />A. Revenue Measure Study Session <br />Friedl explained the reasoning behind consideration of a Revenue Measure, which <br />requires determining what direction the District might take moving forward, and what it <br />would mean to add another layer of revenue to the District's finances. Two Board <br />members would be needed to serve on the suggested ad-hoc Revenue Measure <br />Committee. Friedl then introduced Blair Aas, Director of Planning Services, SCI <br />Consulting Group. Aas made a presentation on a Districtwide Funding Measure, <br />reviewing the issues, opportunities and challenges of various funding initiatives available <br />to the District. Aas answered Board member's questions and was thanked for his <br />informative presentation. <br />(Nickles left meeting 9:00 pm). <br />it was moved by Holt, seconded by Lange, and carried 4-0 to create an ad hoc <br />Revenue Measure Committee and selected two Board members (Huffer and <br />Cusworth) to serve on the committee. <br />9. NEW ITEMS <br />A. Memorandum of Understanding (MOU) with Service Employees International <br />Union (SEIU) Local 721 <br />Friedl reported this MOU is the result of an initial closed session with Board members, <br />
