Transfer to and invest $4,500,000 in the PARS Post -Employment Benefits Trust for the <br />Conejo Recreation and Park District (CRPD) Retiree Health Care Costs (OPER) <br />Lewanda reported on the staff recommendation and commended the Board on its success <br />in funding for these liabilities. The $4,500,000 represents approximately 98% of the total <br />liability. The Finance and Audit Committee (Holt and Huffer) met regarding this <br />recommendation and concurs with the recommended action. After this action, the District <br />will have approximately $21.5 million remaining in reserves. Staff will return to the Board at <br />a later date with recommendations for the $5.4 million remaining in the Pension Rate <br />Stabilization Reserve Fund <br />It was moved by Jones, seconded by Lange, and carried 4-0 to: <br />Authorize transfer of $4,500,000 from the District's OPEBIPT Pension reserve to the <br />PARS Trust; and <br />Authorize initial investment in HighMark Capital Management's Money Market Fund to <br />be dollar -cost -averaged into the Active Moderate Portfolio over a 6 -month period. <br />D. Casting Conejo Recreation and Park District Ballot for Special District Regular <br />Member and Special District Alternate Member to the Ventura Local Agency <br />Formation Commission (LAFCo) <br />Friedl reported the District has been asked to select two candidates to fill spots on the LAFCo <br />Board. Discussion ensued regarding the candidates presented. <br />It was moved by Lange, seconded by Jones, and carried 4-0 to select Elaine Freeman <br />as Special District Regular Member and Andy Waters as Special District Alternate <br />Member to Ventura County LAFCo. <br />E. Call for Vote for Members to Serve on California Association for Park and <br />Recreation Indemnity (CAPRI) Board of Directors <br />Friedl reported CAPRI is looking for selection of candidates from the three tiers of their <br />membership. Friedl is the incumbent in the upper tier, he was appointed to serve out the <br />term of a General Manger who retired. The middle tier contains two candidates who are both <br />considered incumbents, as one of them moved up from the lower tier. There are no <br />candidates for the lower tier. <br />
