November 16, 2017 <br />Page 3 <br />Act (CEQA.) <br />2. Approve playground improvements at Fiore Playfield. <br />3. Award bid to Jaynes Brothers Construction for $164,016.09 plus <br />contingency in the amount of $16,413.91, totaling $180,430 for <br />removal of existing play equipment, sand, block walls, installation <br />of concrete ramp, play fiber and new play equipment. <br />C. Reject All Bids for Conejo Creek West Dog Park Parking Lot Project <br />Hare reported the reasoning behind staffs recommendation to reject all bids on <br />this project. The bid was originally put out in late summer and bids were <br />opened on August 9th; FS Contractors, the low bidder, had a clerical error in <br />their bid, which increased the price of the bid; all bids were rejected by the <br />Board of Directors on September 7t" due to the higher anticipated cost of the <br />project, and staff was instructed to rebid the project in two parts (Parking Lot <br />and Landscaping + Restroom.) US Construction was the low bidder at <br />$618,000, which still greatly exceeds the amount budgeted for this project. Staff <br />recommends rejecting all bids and revisiting this project at budget time next <br />year. <br />It was moved by Jones, seconded by Holt and carried 4-0 to reject all bids. <br />10. REPORTS AND ANNOUNCEMENTS <br />A. Budget Performance Report — October 2017 <br />11. DEPARTMENT REPORTS <br />A. Parks Division Report <br />Hare thanked Board members for submissions of their completed photo contest <br />rankings. Organizers of the Oakheart Music Festival recently contacted Hare to <br />request increasing ticket sales from 7,000 to 8,000 due to the number of <br />headliners scheduled to appear. The original agreement for this event, <br />approved at the November 2nd Board meeting, had a ticket cap of 7,000. Staff <br />believes this increase would result in little to no impact to CRPD property; the <br />footprint and operations would remain the same. Any additional parking, <br />security, etc. would be taken care of offsite and submitted to the City of <br />Thousand Oaks with the special event permit. Hare noted that last year, the <br />festival's sponsor, Westlake Rotary Club, distributed $71,000 to charitable <br />organizations with the event's profits. Huffer requested the agreement be <br />brought back to the Board formally for a vote at the next meeting. Hare will <br />provide a one-page amendment to the agreement, for approval, at the Dec. 7t" <br />meeting. <br />
