If CRPD chooses a JPA approach, it can assign an RTC to a region within the <br />jurisdictions choosing to participate in the JPA. <br />Both approaches can be successful, and the District should choose the one that best fits its culture. <br />We suggest that the leisure interest survey discussed earlier will greatly influence the decision. <br />7. In what ways can grants, the State self-determination waiver, foundations, private giving, and <br />other outside sources of revenue be used to optimize District funds? <br />In 2016, Governor Brown signed into law the California Self -Determination program, in which <br />Developmental Center funds follow the person. The program applies to Medicaid -waiver eligible <br />individuals. Through an Individual Program Plan, consumers with disabilities have much more <br />control over fiscal resources for services. <br />Services arguably could include therapeutic recreation programs, planned and conducted by a <br />credentialed professional. Implementation of this unique service approach is contingent upon <br />acceptance of this approach by the Centers for Medicaid and Medicare Services (CM MS). The <br />uncertainty regarding continued federal resources for Medicaid is difficult to clarify, and perhaps <br />makes this an unreliable source. <br />The interface between the Regional Centers is also significant. The Regional Centers are <br />considering the reestablishment of summer camps and afterschool programs for reimbursement. <br />This has not yet occurred, but the District should watch this development closely. <br />Created in 2012, Play Conejo is the charitable fundraising arm of the District. It has granted funds <br />to the Therapeutic Recreation Program. The District should discuss other ways that Play Conejo <br />can benefit the Therapeutic Recreation Program. <br />In our experience, private giving requires a dedicated professional, with experience in solicitation. <br />The optimal situation is the retention of a person of influence, familiar with the Thousand Oaks <br />community. This person must be able to navigate in affluent social circles, and must know enough <br />about Therapeutic Recreation operations to make a compelling argument for a philanthropist. <br />We discourage reliance on grants, as eventually, every grant goes away. We instead recommend <br />building a strong base with property tax supports, and using grants for special one-time projects <br />(the playground at Marview is a good example). <br />8. What other factors should be considered, such as access to mass transit, joint programs with <br />CVUSD, and the solicitation of public feedback? <br />Having program locations on mass transit routes is critical.
