Rochelle Callis
CRPD Therapeutic Recreation Program Final Report and Recommendations
September 8, 2017 page 16
Forecasts for 2020 and Beyond
The increase in incidence of disability from 2010 to 2015 was just less than 1%. If we assume a similar
rate of growth, in 2020 we will see another 1% increase, in 2025, another 1% increase (now up to 2%),
and by 2030, another 1% increase for a total increase in ten years of 3%. That is in itself significant.
We believe the incidence of growth will be greater than this, at close to 1% every five years. In some
groups, we believe the rate of growth will exceed 1% every five years. This is due to many of the
factors discussed earlier in this report. Here is our 2030 forecost:
AGE
GROSS POP
DISABILITY #
DISABILITY ,%
Under age 5
5,840
130
2.23%
5 to 17
24,162
1,192
4.93%
18 to 34
24,676
1,149
4.66%
35 to 64
56,078
3,882
6.92%
65 to 74
12,066
2,126
17.62%
75 and older
9,122
4,423
48.49%
TOTAL
131,944
12,771
9.7%
CVUSD
The Conejo Valley Unified School District (CVUSD) provides educational services for children in the
Conejo Valley. We have asked for demographic data from the school district and have not received a
reply to date. It is important to have a close working relationship with CVUSD. The Therapeutic
Recreation Program does have such a relationship with individual teachers and staffs.
Tri -Counties Regional Center
The Tri -Counties Regional Center (TCRC) serves the residents of Ventura, San Luis Obispo, and Santa
Barbara Counties. The California Lanterman Act resulted in the creation of 21 Regional Centers. These
centers provide person and family centered supports for persons with developmental disabilities. This
statewide system is unique to California.
Regional Centers are facilitators and coordinators, but also provide some important services. TCRC
provides advocacy, referrals, coordination, behavioral supports, day programs, family supports, early
start programs, and transportation, just to name a few. TCRC, like the other Regional Centers, works
with families to create Individual Program Plans (IPP) that describe the details of services provided to
persons with developmental disabilities.
TCRC is the Regional Center that serves Conejo Valley. For information purposes only, TCRC reports on
its website that it serves 12,800 individuals with developmental disabilities in the three counties.
